About the Department
The San José Fire Department's mission is to serve the community by protecting life, property, and the environment through prevention and response. It is a high-volume, high-performance, all-risk fire department that protects approximately 200 square miles including, residential, commercial, high-rise, wildland interface areas, and several high-hazard occupancies.
The Bureau of Administrative Services is responsible for the San José Fire Department’s backend administrative operations and is comprised of three core teams: Budget and Fiscal, Employee Services and Human Resources, and Fire Information Technology.

Position Duties
The Fire Department is currently seeking to fill one (1) full-time Senior Analyst position in the Bureau of Administrative Services and reports to the Human Resources Program Manager.
The Senior Analyst position plays a critical leadership role in supporting the Fire Department’s human resources operations and workforce strategy. This position provides advanced oversight and coordination of recruitment, outreach, staffing, employee movement, data analytics, and strategic workforce initiatives for a large public safety department, approximately 863.48 (723 sworn and 140.48 civilian) authorized budgeted positions.
Key responsibilities include leading executive-level recruitments and supporting recruitment and hiring activities across the Department, including workforce forecasting, recruitment prioritization, purchase and contract management, and strategic recruitment and outreach initiatives. The Senior Analyst also leads diversity, equity, and inclusion recruitment efforts, utilizes demographic and data analytics to inform workforce planning and recruitment strategies, and oversees an annual program budget of approximately $400,000.
The position provides oversight and consultation on a variety of personnel matters, including review of various Human Resources related memoranda, classification and compensation matters, terminations and separations, and serves as an HR liaison to City’s Human Resources Department.
In addition to providing high-level analytical and consultative support, the Senior Analyst has direct supervisory responsibilities, including supervision of an Analyst I/II and a Staff Specialist. The position requires strong judgment, discretion, analytical expertise, and the ability to develop and implement strategic initiatives that support the Department’s operational needs and long-term workforce objectives.
Salary range for this classification is:
- Senior Analyst: $118,460.16 - $144,318.72 annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university.
Experience: Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
Acceptable Substitutions: One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.
