Extra Help Planner I
Description
Applications will be reviewed by Tulare County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.
Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months. If you are hired for extra help and you complete a work assignment and then you if you wish to be employed again, you must resubmit an Extra Help application online. Current vacancy is with the Resource Management Agency (RMA) Permit Center located in Visalia. Typical Duties- Design and develop a variety of studies, plans, programs and reports.
- Research and write reports, ordinances, recommendations, grant applications and correspondence.
- Review legal opinions and legislation and administer existing regulations pertaining to subjects such as the General Plan, zoning, environment, and land division.
- Review new legislation and compare to previously enacted law and policies to determine need for changes in the local processes; determine potential impact of legislation on county goals, policies and programs; recommend implementation policies or adjustments needed.
- Review such applications as those for Planning Commission, zoning and subdivision approval as well as Environmental Assessment Questionnaires for completeness and accuracy.

Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: - Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban, regional or city planning; environmental studies; geography; architecture; or closely related field.
Education Equivalency: - Five (5) years of experience as a Planning Technician III, or equivalent experience, providing technical information by phone, over the counter, and in writing to the public regarding land use and zoning requirements, building codes and procedures, and other related permit processes. Additional qualifying experience my substitute educational requirement on a year-for-year basis.
Knowledge of: - Principles, practices, and purpose of land use planning and environmental assessment.
- Research methods and procedures.
- Statistics.
- Nomenclature, symbols and instruments used in planning work, basic drafting.
Skill/Ability to: - Work and communicate effectively with people of various educational and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Conduct research, analyze data, draw conclusions, and formulate recommendations.
- Read and interpret planning laws, rules and regulations.
License or Certificate: - Possession of, or ability to obtain, an appropriate, valid California driver's license.
DESIRABLE EMPLOYMENT STANDARDS Knowledge of :- Federal and state laws and regulations regarding planning and environmental issues.
- Local plans, policies and ordinances which affect land use and environmental decisions.
- Land development and permit review processes, zoning ordinances and subdivision regulations.
- Geographic Information Systems
- Use of personal computers and word processing software programs.
Skill/Ability to :- Read and interpret maps and aerial photos.
- Interpret and implement policies and procedures, including General Plan policies, Local Agency Formation Commission policies, and Community Development Block Grant procedures.
- Assign and review work of paraprofessional planners.
- Compile housing and population data using descriptive statistics.
