APPRAISER i/ii
This recruitment will establish an employment list to fill current and any future vacancies within the Assessor’s Office. The anticipated life of the employment list is six months. Current vacancy is with the Assessor’s Office located in Visalia. Both Level I and Level II are responsible to appraise real property for ad valorem tax assessment purposes. Level II will hand more complex issues. SALARY INFORMATION: Level I: $5,547 - $6,760 Monthly
Level II:$6,248 - $7,615 Monthly
Typical Duties DUTY SAMPLE Level I and II:
- Collects and reviews sales information for similar properties and determines market values.
- Determines proper allocation of values to land and improvements as well as land residual values for equity among contiguous parcels.
- Examines new and existing single family homes, multi-family residential, new residential tracts, and mobile homes for types and quality of construction; classifies structures according to shape, size, types of construction and estimated costs.

Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education for Levels I & II: - Possession of a bachelor's degree that is acceptable within the accredited college or university system preferably with major course work in Business, Economics, Real Estate or related fields (Transcript/Diploma submission may be required by the State Board of Equalization).
- Special Requirement: If submitting transcripts from an unaccredited institution, the State Board of Equalization requires that they be certified for equivalency prior to issuance of a temporary appraisal certificate. For more information: https://www.naces.org/
Equivalency for Levels I & II: - A combination of education and relevant experience in accordance with Property Tax Rule 283 may be qualifying.
Experience: - In addition to the education requirement, Level II requires one (1) year of experience in property appraisal for tax or assessment purposes equivalent to an Appraiser I in Tulare County.
Knowledge of: - Mathematics, including algebra, geometry and basic arithmetic.
- Basic statistical concepts and terminology.
- Basic principles of economics.
Level II:- Methods, practices, and procedures of real property appraisals.
- Pertinent structural, economic and environmental factors which affect property values.
- Building materials, equipment, fixtures, workmanship, and general construction quality and quantity as it applies to all classes of buildings.
Skill/Ability to : - Work and communicate effectively with people of various educational and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Learn to interpret data and apply statistical techniques to all types of property appraisals.
Level II:- Apply appraisal principles and techniques in the appraisal of varied types of real property including but not limited to multi-family, agricultural, commercial, and industrial.
- Read and interpret more complex or detailed data, policies or legal descriptions, blueprints, maps, instruments of conveyance related to properties.
- Explain Revenue and Taxation Code sections and Assessor’s policies to the public.
- Effective transition between fieldwork and office work.
License or Certificate: - Ability to obtain a temporary Appraiser Certificate issued by the State Board of Equalization.
- Possession of, or ability to obtain, a valid California driver's license.
Additional Information Conditions of Employment: - Candidates selected may be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
- An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions.
- Some job classes may also require a physical exam.

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday

Vacation Accrual: 2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Career Incentive Pay Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation - 52, earn additional pay according to the schedule below.
