ABOUT THE JOB:

The Organized Retail Theft (ORT) program is grant-funded initiative from the Oregon Criminal Justice Commission (CJC) that supports a partnership between the DA’s Office, local law enforcement and retailers to combat retail theft. The ORT Crime Analyst will serve as a critical member of the Deschutes County District Attorney's Office ORT team, and will focus heavily on fencing activity. The Central Oregon ORT initiative will improve law enforcement, prosecution, and retailers’ abilities to reduce the impact of organized retail theft in Deschutes County and Central Oregon.

This position is responsible for identifying ORT fencing operations through social media and third-party resale networks, assisting Bend PD & Redmond PD in investigating the fencing operations by providing critical data and information, attending ORT & Organized Retail Crime Association (ORCAOR) meetings, and tracking fencing data locally and sharing at the local, regional and state levels.
The position will work under the direction of the District Attorney Investigator and will work closely with the ORT program manager and law enforcement at both Bend and Redmond Police Departments. The DA Investigator will assign some work, review performance, and provide consultation on cases. The ORT program manager will assign program tasks related to grant reporting requirements.
Goals for the EAP PDT:
Enhance identification, investigation, and prosecution of ORT crimes.Improve our understanding of the evolving environment and underlying causes of ORT within Deschutes County and Central Oregon to reduce ORT within the jurisdiction.Expand our collaborative relationships with retailers and other law enforcement agencies (locally, regionally and state-wide) to reduce ORT.Identify and address fencing operations.
Through this grant funding the team will achieve the above goals by increasing public awareness about ORT, hosting targeted enforcement events, using data driven investigative techniques, engaging retailers to increase reporting of retail theft, and identifying and prosecuting ORT groups and fencing operations.

To help the ORT team achieve these goals of identifying, tracking, and stopping ORT-related activity in Central Oregon, the ORT Crime Analyst will work in close partnership with the DA Office, law enforcement, and retailers and will use a variety of sources and techniques to identify fencing operations and other ORT activity within the community.

This position is located in Deschutes County and may be eligible for a hybrid of in-office/remote work as allowed by policy, and approved by the supervisor.

Compensation

$3,152.18 to $4.224.47 per month for an 86.34 hour work month. Excellent County pro-rated benefit package when eligible. This part-time position is available immediately.

This is a limited-duration employment position (0.5 FTE/20 hrs per week) as defined by Deschutes County HR Personnel Rules 2.010. The position has identified funding through August 31, 2027. Extending the position beyond August 31, 2027 will depend on a continued business need for the position and approval of additional funding. Should this occur, the County may at a later date extend the position end date or offer regular employment status to the incumbent in this position.

Necessary Special Requirements

Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Law Enforcement Data System (LEDS) and CJIS certification from the State of Oregon are required within six months of hire.

Must pass a pre-qualifying driving record review and criminal history background.

Background Investigation.
A successful candidate will complete a full background investigation prior to receiving a conditional job offer.
