Description
Overview The Senior Project Manager for the Treatment Construction division will demonstrate a commitment to providing continuous quality service, protecting and promoting the brand, image, and reputation of the City while striving to exceed the needs and expectations of our citizens and employees.
Responsibilities - Position includes the supervision of technical staff; inspection of improvements for City construction projects and as required by the subdivision platting process; interpretation of plans and specifications; dispute resolution with contractors, and other agencies of the public; utilization of laboratory test results to make engineering judgment as to the acceptability of construction methods, materials, and completed work; provide coordination with City departments, contractors, consultants and other agencies
- Assist Construction Engineer with negotiations, administration, and management of construction contracts and projects. Reviews monthly estimates, submittals, lab test results, and other documentation submitted by construction inspection personnel, consultants, engineers, labs, and other agencies
- Conduct field observation and periodic site visits at construction sites to evaluate the quality of work and progress
- Reviews public improvement plans, master plans, construction plans, etc., to ensure the entire Construction development process runs smoothly and the project is completed
- Ensures projects are reviewed within City timelines by coordinating technical staff reviews in multiple departments
- Requires knowledge of the City's Capital Improvement Program as well as comprehensive knowledge of all City codes and their applicability to a specific project
- Anticipates construction issues to be resolved by assisting in bringing staff together to provide clarity and resolve issues during the plan review and design
- Compiles written materials (logs, sign-in sheets, presentations, etc.) for project records by maintaining the project diary as an official record of issues, decisions, and contacts. Assembles submittal requirements for the project and maintains project assumptions, schedules, and quality estimates of fees by ensuring adequate notice for the project, assuring appropriate sign-off for project issuance, and coordinating activities are completed promptly
- Plans, tracks, and manages to succeed in the projects assigned
- Take an active senior leadership role in the team and create an environment that fosters prescribed, proven methods and processes
- Understand and follow the project management frameworks for project delivery
- Identify, track, and remove impediments to project success
- Facilitate the creation of a well-defined project plan
- Assure that all team members, whether City employees, contractors, consultants, or state or federal agencies, understand their roles and responsibilities
- Ensure project resources are applied appropriately
- Work with other department personnel, consultants, and contractors to estimate time and resource utilization
- Analyze risk and mitigation, accordingly, including establishing contingency plans and initiating corrective action
- Track and report key project metrics
- Track capital budgets and provide financial reports regularly
- Keep all stakeholders informed of project status and issues
- Arbitrate and resolve conflicts within the project
- Coordinate participation of different stakeholders in requirements gathering, specifications, design, development, and implementation of key projects
- Promulgate department-wide project and management processes
- Learn, understand, and actively use project management software to effectively manage project deliverables
- May be asked to perform other duties as assigned
Position Type and Typical Hours of Work • Exempt - Full-Time
• Monday - Friday 8 am - 5 pm
- Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Minimum Qualifications • Bachelor's degree (BA/BS)
• Five (5) years of experience
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
• Proof of Automobile Liability Insurance
Preferred • Project Management Professional Certification (PMP)

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
