Description

The Tulare County Health & Human Services Agency (HHSA) is currently recruiting for the Administrative Specialist I/II position. Assignments may span Public Health, Behavioral Health, and Human Services, with the current vacancy in Human Services and Behavioral Health. These positions provide essential support to ensure the efficient management of daily agency operations by performing a variety of crucial tasks, including preparing, processing, and overseeing personnel and financial processes, as well as developing and maintaining databases and reports. The successful candidate must demonstrate a high level of expertise in project management, reporting, data analysis, data communication, and effective written and oral communication.

Administrative Specialist I is a journey-level position in the Administrative Specialist Series. This position supports critical agency functions by regularly conducting research, analyzing and presenting data, and providing recommendations that influence financial, operational, and personnel decisions. Key responsibilities include oversight, coordination, and processing of budgetary, logistical, and staffing requirements; program and project management; community and media relations; and recruitment. This role requires significant adaptability, sound judgment, and strict confidentiality when handling sensitive information. Incumbents must demonstrate initiative, professional integrity, and effective communication skills while maintaining a high standard of civility in all interactions. Strong initiative, professional integrity, and effective communication are essential.

Administrative Specialist II is an advanced role that works closely with HHSA Directors and executive leadership on complex, cross-divisional issues involving funding, resources, and facilities. Assignments often span multiple branches and require strict adherence to county policies, agency priorities, and the County Strategic Plan. Errors in this role carry significant consequences, as the information, analysis, and recommendations provided directly influence HHSA’s financial, operational, legal, and personnel matters affecting facilities, employees, clients, and the public. Responsibilities include recommending funding, staffing, and facility allocations while ensuring compliance with established guidelines. The position demands exceptional flexibility, initiative, and professional judgment to coordinate functions across teams and stakeholders. Absolute discretion and integrity are essential to safeguard confidential and time-sensitive information.Incumbents must also uphold a high standard of civility in all professional interactions. Additionally, incumbents may mentor, train, or supervise Administrative Specialist I staff and contribute to areas such as budgeting, program management, community and media relations, and facilities oversight.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

Career Incentive Pay

Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.

Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
