The JobThe office of the
Assessor-Recorder-County Clerk is recruiting for
Supervising Title Transfer Technician I who is responsible for training and supervising staff responsible for processing legal documents to establish ownership of real property for assessment purposes in the Assessor's master property records. Supervising Title Transfer Technician's I assign workloads, prepare and sign work performance evaluations, handle disciplinary actions, participate in hiring decisions; perform the more complex change in ownership transactions including exclusions and exemptions, and prepares correspondence, reports, and other related documents.

Summary of Benefits Memorandum of Understanding (MOU) The County also offers an alternative Modified Benefits Option (MBO) that provides a wage differential. CONDITIONS OF EMPLOYMENT 1) Applicant must successfully pass a background check prior to appointment.
2) A valid California Class C Driver License may be required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Minimum Requirements CANDIDATES MUST MEET THE FOLLOWING REQUIREMENT: Must possess two (2) years of
journey-level technical experience,
that includes one (1) year as a lead, interpreting legal descriptions of real property involving title transfer transactions. Experience must include interpreting and explaining California Revenue and Taxation Code regarding change in ownership, exclusions, and/or exemptions of real property.
IMPORTANT NOTES: Trainee experience is not considered qualifying and MUST be listed separately on the application from time employed at the journey-level. All work experience and education information must be clearly detailed and demonstrated on the application AND supplemental questionnaire to ensure qualifications are properly considered ( resumes are not reviewed ). Desired QualificationsThe ideal candidate will have three (3) years of lead experience as a Title Transfer Technician in a California County Assessor's office,
experience equivalent to a Title Transfer Technician II with San Bernardino County . Additionally, the ideal candidate will have extensive knowledge of California Revenue and Taxation Codes that includes researching and explaining complex change of ownership transactions as well as the ability to work independently and make effective decisions.
