The JobThe
Assessor-Recorder-County Clerk (ARC) office is recruiting for
Senior Records Technicians whotrain staff; provide technical assistance; resolve the most difficult document classification problems for filing or recording; and interpret and make determinations as to the recordability and/or filing of documents in unusual, difficult, or complex cases. Additionally, Senior Records Technicians identify and classify documents for conformance to proper legal form and to State and County laws; provide clerical support for issuance of marriage licenses, vital records, fictitious business name filings and other legal filings; interpret legal descriptions of property; post changes in title transfers; compute and accept payment of proper fees and transfer taxes; assign and post identifying and recording instrument information; assist the public in person, by phone, and by correspondence in locating desired records; answer recording/filing questions; operating/traveling with RV/Mobile office and travel to satellite offices throughout the County for coverage, training, and/or oversight.

Summary of Benefits Memorandum of Understanding (MOU) The County also offers an alternative Modified Benefits Option (MBO) that provides a wage differential. CONDITIONS OF EMPLOYMENT 1) A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
2) Incumbents will be required to provide their own transportation, be willing to travel to all locations as needed, and work some evenings, weekends, and holidays.
3) Offices are currently located in Hesperia and San Bernardino. Additional satellite locations may be added.
4) RV/Mobile office traveling throughout San Bernardino County.

Minimum Requirements CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS: OPTION 1 Must possess twelve (12) months as a Records Technician or equivalent in a California County Assessor, Recorder, or County Clerk's office.
OPTION 2 Must possess eighteen (18) months of full-time equivalent clerical or office assistant experience
within an office environment or equivalent
which includes one (1) year of lead or supervisory experience.
IMPORTANT NOTES: Equivalent experience includes interpreting and applying government codes or policies related to examining property or land documents, as well as processing legal documents associated with real and personal property titles, marriage licenses, fictitious business names, and vital records within a California County Assessor, Recorder, or County Clerk’s office, or in a U.S. courthouse or government legal office (e.g., District Attorney, County Counsel). Desired QualificationsThe
ideal Candidate will have a thorough understanding of the laws, regulations, and policies governing the Assessor-Recorder-County Clerk's office; be detail oriented; possess excellent communication skills (both written and verbal); and the ability to tactfully and courteously interact with the public while explaining specific information.
