Description
The JobSan Bernardino County Land Use Services is recruiting for
Land Use Planning Analyst Trainee*, the entry-level class in the professional planning analyst series. The Land Use Planning Analyst Trainee will receive close supervision and training while learning to perform a variety of operational, research, analytical, and administrative tasks that support the Planning Division. As training and experience are gained, incumbents are expected to develop increased proficiency and assume more responsible assignments.
Under training and supervision, the Land Use Planning Analyst Trainee will assist with:
- Collecting and analyzing land use, zoning, environmental, and demographic data.
- Preparing basic reports, summaries, charts, and presentations.
- Assisting with research and updates to planning policies, ordinances, and procedures.
- Supporting long-range planning projects and monitoring project tasks and timelines.
- Coordinating with staff, departments, agencies, and the public on planning-related activities.
- Providing basic technical assistance and learning to apply planning regulations, including California Environmental Quality Act (CEQA).

Summary of Benefits Memoranda of Understanding (MOU) CONDITIONS OF EMPLOYMENT Pre-Employment Process: Prior to appointment, applicants must undergo a background check, which includes fingerprinting and a medical exam.

Promotion: Incumbents in the class of Staff Analyst II Trainee are eligible for promotion to Staff Analyst II upon meeting minimum qualifications and receipt of a satisfactory work progress report. Incumbents must be promoted within 24 months or be terminated.
Minimum RequirementsApplicants must meet the Education requirement
AND the one (1) of the Experience options to qualify.
EDUCATION REQUIREMENT A completed/awarded Bachelor's degree in public/business administration, urban planning, geography, environmental studies, or other relevant field of study.
- AND - EXPERIENCE OPTIONS EXPERIENCE OPTION 1: One (1) year of professional level experience performing research, data analysis, report writing, or administrative support in a public agency, planning, environmental, community development, or related setting.
EXPERIENCE OPTION 2: One (1) year of professional level experience in urban planning, analytical duties, special projects coordination, data/statistical analysis and reporting, and/or organizational/staffing analysis or related experience.
IMPORTANT NOTES: EDUCATION Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

Desired QualificationsThe ideal candidate will possess:
- Strong analytical, research, and problem-solving skills.
- Familiarity with land use laws, zoning codes, and urban development practices is a plus.
- Excellent written and verbal communication skills.
- Ability to work independently and as part of a team.
- Proficiency in Microsoft Office Suite; experience with GIS software (ArcGIS or similar) is preferred.
- Self-motivated with a strong interest in land use planning and urban development.
- Ability to handle multiple tasks in a fast-paced environment.
