ABOUT THE POSITION

The Clark County Clinical & Community Services Department is seeking qualified candidates to apply for the position Senior Management Analyst. This position will support the Fiscal, Grants, Contracts, and Medicaid program operations. These supervisory positions provide leadership and oversight in critical administrative functions, including fiscal management, Medicaid/Medicaid billing and compliance, grants coordination, and contract administration. The ideal candidates will have a strong foundation in Medicaid, public sector fiscal operations, regulatory compliance, staff supervision, training and development, grants, contracts and supervisory skills. Successful candidates will play a key role in promoting operational efficiency, fiscal accountability, and programming integrity across their respective areas. This inclusive recruitment will be used to fill supervisory vacancies in the following functional units.

Contracts Unit : Senior Management Analysts assigned to the Contracts Unit will provide guidance and oversight on scopes of work, amendments, data gathering and interpretation, purchasing requirements, BCC Submissions/compliance, fiscal and contract compliance, and monitoring tasks. As a lead member of our team, Senior Management Analysts will interact with community program providers and multiple internal County departments on a daily basis. They will be a member of the Clark County Clinical & Community Services Contract Compliance & Management Team and report to the Administrative Services Manager.

Grants Unit : Senior Management Analysts assigned to the Grants Coordination/Management Unit will provide direction and oversight for grant development, to include application tracking, and reporting functions. Responsibilities include monitoring grant compliance, preparing fiscal and programmatic reports, ensuring adherence to funding requirements, and supporting program teams in achieving grant objectives. As a lead member of our team, Senior Management Analysts will coordinate with County departments and external funding partners to strengthen grant performance and sustainability. They will be a member of the Clark County Clinical & Community Services Grants Coordination & Management Team and report to the Administrative Services Manager.

Fiscal Unit: Senior Management Analysts assigned to the Fiscal Management Unit will oversee financial operations including budget development, expenditure monitoring, forecasting, reconciliation and reporting. Responsibilities include ensuring fiscal accuracy and compliance with County, state, and federal guidelines, conducting financial analyses, and preparing detailed reports to support data-driven decision-making. As a lead member of our team, Senior Management Analysts will collaborate closely with internal departments and external partners to maintain fiscal accountability. They will be a member of the Clark County Clinical & Community Services Fiscal Team and report to the Administrative Services Manager.

Medicaid Unit: Senior Management Analysts assigned to the Medicaid/Billing Program Unit will provide leadership and oversight of all Medicaid operations, billing/authorization processes, and Medicaid compliance. Responsibilities include comprehensive Medicaid program oversight, provider credentialing, ensuring accurate and timely billing submissions, monitoring reimbursement trends, identifying process improvements, and maintaining compliance with federal and state Medicaid regulations. As a lead member of our team, Senior Management Analysts will collaborate with clinical, fiscal, administrative staff and key state/federal Medicaid partners to optimize billing efficiency and integrity. They will be a member of the Clark County Clinical & Community Services Medicaid Services Team and report to the Administrative Services Manager.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS

Education and Experience: Bachelor's Degree with major course work in Business or Public Administration or a related field, AND four (4) years of full-time professional experience in performing administrative, budgetary, operational or similar analyses and studies. Professional level experience that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted for the education on a year-for-year basis up to two (2) years. Experience in a public agency setting and project or programmatic lead experience is desirable.

Licensing and Certification: Specified positions may be required to possess a valid Nevada Class C driver's license at time of appointment.
