The City of Kingman is seeking an individual for a Planner with our Development Services Division. The Department may exercise their option to underfill this vacancy as a Permit/Planning Technician. Our team members enjoy working on a variety of projects in a team-focused, customer-oriented environment. The ideal team member should be able to demonstrate their capabilities to perform a variety of experienced technical assistance to developers and the general public.

OVERVIEW

The City of Kingman is located in Mohave County approximately 100 miles southeast of Las Vegas and 195 miles northwest of Phoenix nestled between the beautiful Cerbat and Hualapai Mountain Ranges along historic Route 66. GENERAL DESCRIPTION OF POSITION

Performs a variety of routine and complex administrative, technical and professional work in the current planning programs of the city related to the implementation of land use and related municipal plans and policies. Provides experienced technical assistance to developers and the general public to achieve compliance with the City’s planning and zoning policies and procedures in the Development Services Department; Performs professional planning, research, data analysis, and report writing duties; Assures that City codes, policies and procedures are followed.

SUPERVISION RECEIVED

Works under the general supervision of the Director of Development Services.

None generally. May supervise support staff, part-time or temporary employees or volunteers, as assigned.

PERMIT/PLANNING TECHNICIAN - SALARY GRADE 105

Knowledge: Considerable knowledge of modern office practices and procedures including computer literacy to include use of specialized permitting programs, electronic spreadsheets and word processing applications, and records management practices; Working knowledge of building plans, codes, ordinances and related terminology; Architectural drawing principles, maps, construction plans and specifications, and what comprises a complete set of building plans; Pertinent local and state building, zoning, engineering and planning codes and regulations related to the permit process;

Standard practices and procedures for permit application review, evaluation, and approval, including documentation; Customer service procedures and techniques; Mathematical principles required to perform related technical calculations; English spelling, grammar and punctuation; and general bookkeeping, accounting and budgeting principles and practices and cash handling processes.

Skills: Considerable skill in arriving at cost estimates and calculating permit fees; Skill in reading maps, plans and drawings, reports, permit applications and inspection reports; Applying applicable code books, ordinances, rules and guidelines to permit reviews; Determining, calculating, tabulating or summarizing data/information; Working under pressure of deadlines; Explaining and interpreting the City’s code regarding the building permit application process; Reviewing building permit application documentation for accuracy and completeness; Operating a personal computer utilizing standard and specialized software; Assessing and prioritizing multiple tasks, projects and demands; Maintaining department records management; Troubleshooting problems; Utilizing communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction; Maintaining a professional demeanor during stressful situations, and establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public; Dealing tactfully and courteously with the public; Tactfully dealing with irate customers.

Abilities: Ability to objectively interpret and consistently apply code requirements and related standards in accordance with department policies; Read and accurately interpret plans and specifications, legal descriptions, and other pertinent data; Work cooperatively with other City employees and the general public; Use graphic instructions such as blueprints, plans, schematic drawings, or other visual aids; Draw or letters charts, schedules, graphs, maps, or similar objects; Measures dimensions with precision, such as using engineer’s and architect’s scales; Comprehend and make inferences from written material; Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation and grammar; Apply departmental policies and procedures affecting the acceptance and review of permit applications and commonly used building codes and ordinances; Understand the relationship between City zoning ordinances and building code requirements; Establish and maintain effective working relationships with customers, contractors, the public and department and City staff; Communicate effectively orally and in writing and keep accurate records; Maintain records efficiently and accurately and to prepare clear and concise reports; Comprehend and follow oral and written instructions; Multi-task with numerous and frequent interruptions; Perform duties accurately and efficiently under time sensitive deadlines; Operate a variety of standard office equipment; Operate a personal computer and related software such as tracking systems, word processing, spreadsheets, etc.; Answers questions from the general public regarding permit applications; Work independently and to complete daily activities according to work schedule; and use equipment and tools properly and safely;
