The Division of General Services provides essential support services to state agencies that include printing, mail services, management of the state fleet, and administration of the legal expense fund and the state employee workers’ compensation program. General Services also maintains responsibility for the statewide in-house recycling program, transfers and/or disposes of state agencies’ surplus, and administers the Federal Surplus Property Donation Program.

This program manager position manages the self-sustaining Missouri State Agency for Surplus Property Program (MOSASP). MOSASP administers the Federal Surplus Property Donation Program that enables eligible organizations to obtain surplus property no longer required by the federal government at economical cost. This position also oversees the State Surplus Property Program, ensuring the efficient management, redistribution, and sale of state assets through auctions, MOREuse - the State Property Reuse Resource, and Missouri State Recycling Program (MSRP). The MOSASP Program Manager also ensures compliance with state and federal policies, rules and regulations while optimizing financial returns from surplus property.

Minimum Qualifications

• Technical or professional education and/or experience in public administration, surplus property, warehouse, waste management and/or recycling experience, records management, or closely related area.

• Knowledge of supervisory practices.

• Ability to train, supervise, and evaluate team members.

• Ability to evaluate processes and make policy recommendations.

• Ability to organize work assignments.

Preferred Qualifications

• Be action-oriented, demonstrate superior organizational abilities and excellent communications skills.

• Actively listening to team members at all levels of the organization.

• Ability to work with team members at all levels of the organization and effectively communicate across broad audiences.

• Good understanding of data analysis and an ability to analyze data to gain insights and take appropriate action.

• Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.

• Understanding and interaction with Tableau dashboards
