Who We Are
The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $873 million and 2,183 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting. The Opportunity:
Positions allocable to this class are assigned to journey level stationary engineers from whom they receive technical direction and training. Incumbents are expected to acquire increasing knowledge and skill in all facets of the operation of high-pressure heating and refrigeration plants through an approved combination of classroom and on-the-job training.

Essential Job Functions

APPRENTICESHIP PROGRAM:

1. The program provides for comprehensive on-the-job training (OJT) and Related Supplemental Instruction (RSJ) in all phases of activity necessary for attainment of journey level status. Apprentices will be expected to take and successfully complete, on their own time, a minimum of 144 hours per year in related trade academia instruction at Los Angeles Trade Technical Community College (LATTCC). Note: Classes are outside of working hours and on your own time. Participants must pass each training module to advance to the next training module and pay level.

1st Year Monthly Salary - $5519.62
2nd Year Monthly Salary - $6402.72
3rd Year Monthly Salary - $7285.90
4th Year Monthly Salary - $8169.00

2. Appointees may be advanced from one level to another upon approval of the Operating & Maintenance Engineers Apprenticeship & Training Trust Fund for Southern California.

3. Upon successful completion of the program, a Certificate of Completion of Apprenticeship, Operating and Maintenance Engineer (Stationary Engineer) will be issued by California Department of Industrial Relations (DIR), Division of Apprenticeship Standards (DAS).

The Stationary Engineer Apprentice is assigned to a journey level employee from whom they receive technical direction and training. Incumbents are expected to acquire increasing knowledge and skill in all facets of their trade through an approved combination of classroom and on-the-job training, which could result in the advancement to journey level status at the end of their apprenticeship program, generally in four years. This position assists and receives on-the-job training from Stationary Engineers in the following essential job functions.

Position Responsibilities
Assists Stationary Engineers and receives on-the-job instruction and training in the following as defined under employer directed responsivities:

Operating, monitoring, calibrating, and inspecting various types of meters, gauges, automatic recording devices for equipment readings, at periodic intervals or as needed, to verify operating conditions, detect malfunctions/need for repair, and to ensure compliance with regulatory requirements.

Using various electronic, manual, and computer-based control systems to adjust or bring equipment into recommended or prescribed operating ranges, switch to backup equipment or systems, or shut down equipment to perform preventative maintenance at periodic intervals or as needed.

Operating, maintaining, inspecting and repairing manual and automatic gas and oil-fired high-pressure steam or high temperature water boilers.

Operating, maintaining, inspecting and repairing steam engines, motors, turbines, steam reducing stations, expansion tanks, air compressors, supply and exhaust fans, various kinds of pumps and valves, steam traps, water treatment systems, water heaters and other heating plant auxiliary equipment.

Operating, maintaining, inspecting and repairing reciprocating, centrifugal, or absorption central air conditioning machinery including condensers, evaporators, cooling towers, pumps purge tanks and related equipment.

Adjusting, maintaining, testing and calibrating boiler and air conditioning machinery and mechanical, electrical or pneumatic control instruments and safety devices.

Testing boiler water, condensate, cooling tower water and adding corrective chemicals or adjusting chemical pumps as needed.

Keeping logs of plant operations and recording maintenance and repair work performed, including fuel logs and fuel storage tanks.

As part of the apprenticeship program, attends evening classes at an approved trade school.

Assigned work with outside contractors and verify work is satisfactorily completed, as needed

Assigned to request quotes from vendors for equipment, parts, tools, or service and generate purchase orders, as needed.

Requirements

REQUIREMENTS TO QUALIFY:
No training or experience is required. Applicants must be at least 18 years of age and possess a high school diploma or its equivalent,* at the time of filing.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL EXPECTATION:
3 - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

Our Assessment Process:
A written test that covers reading, language, and mathematics administered by Local 501. Only those applicants who receive a passing score of 70% or higher on the written test will be placed on the eligible list. WRITTEN TEST IS A STANDARDIZED TEST AND IS NOT SUBJECT TO REVIEW BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Eligibility Information:

The names of candidates receiving a passing score in the assessment will be placed on the Eligible List in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible List do not guarantee an offer of employment.
