DUTIES ANNUAL SALARY $129,309 (flat-rated) and $141,107 (flat-rated)
NOTES : Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.

A Wastewater Treatment Electrician performs skilled electrical work in the installation, maintenance, overhaul, repair, and testing of power generating and distribution equipment, rotating equipment and their associated digital and analog controls including micro-processor based controls, devices and systems; utility protective relays and controls; fiber optic cable, terminations and devices; communications and signaling systems; standby and emergency power sources, and other electrical equipment found in wastewater collection and treatment facilities; and may serve as a head worker for other employees engaged in this work.
NOTE : A Wastewater Treatment Electrician may be required to work nights and/or weekends.
REQUIREMENT(S)/MINIMUM QUALIFICATION(S) Completion of a recognized five-year electrical apprenticeship program and submission of an apprenticeship certificate;
or Three years of full-time paid experience as an electrician which provides experience in the installation and/or maintenance of industrial electrical circuits and equipment, including large power transformers, power circuit breakers; SF6 gas insulated switchgear, or diesel powered electrical generating equipment;
or Five years of full-time paid experience as an Electrical Craft Helper with the City of Los Angeles assisting a Wastewater Treatment Electrician, Electrician, or Electrical Mechanic performing the duties as described in Requirement #2. (In the application, candidates must identify which classification they assisted as an Electrical Craft Helper);
or An Associate of Science degree or a Certificate of Completion in Electrical Technology from a recognized community college or trade school and one year of full-time paid experience performing the duties as described in Requirement #2;
or Three years of full-time paid experience as an Electrical Mechanic with the City of Los Angeles.

Cal/OSHA Regulations and Department Regulations require the wearing of a Self-Contained Breathing Apparatus (SCBA) under hazardous and emergency conditions. Therefore, as a condition of employment, all employees in this class must ensure they are free from certain types of facial hair and medical conditions so that a SCBA can be worn safely.
A valid Class C driver's license issued by the California Department of Motor Vehicles (DMV) is required at the time of filing. Applicants will be disqualified and not eligible for hire if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI.

In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on random sampling of those qualified candidates. Applicants not selected to be tested may re-apply in a subsequent filing period in order to be considered for that period’s selection process.
SELECTION PROCESSExamination Weight: Multiple-Choice Test - 100% The examination will consist entirely of a multiple-choice test administered and proctored on-line. In the on-line multiple-choice test, the following competencies may be evaluated: Mathematics; Teamwork; Written Communication; Reading Comprehension, including knowledge of: electrical drawings; Safety Focus, including knowledge of: Cal/OSHA regulations and safety principles and procedures regarding working near energized lines or equipment, maintaining a clean work environment, personal protective equipment (PPE) and other safety equipment; CPR and first aid procedures; hazardous energy control procedures, such as Lockout/Blockout and isolating points of hazards; Cal/OSHA procedures for confined space entry; traffic control procedures; fall protection safety equipment and procedures; Mechanical Aptitude, including the knowledge of: hand and power tools; principles of mechanics, such as hydro flow, air flow, and valve positions; Electrical Understanding, including the knowledge of: electrical equipment, such as motors, generators, pumps, actuated valves, and control systems; electrical codes, including the National Electrical Code and Cal/OSHA requirements and state safety orders related to electrical work; types of electrical installations; common electrical problems encountered and how to resolve them; direct current (DC) electrical voltage sources; alternating current (AC) theory, including variations in voltage and current, connecting circuits in series or parallel, variations in phase or frequency, and induction effects; programmable control systems; electrical meters; and other necessary skills, knowledge and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. Candidates who do not complete and submit the multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination .
For candidates who apply during Filing Period 1, it is anticipated that the on-line multiple-choice test will be administered between

You must have received a regular appointment to a City position or be on a reserve list to file on a promotional basis.
Seniority credit at the rate of 0.25 of a point for each year of continuous classified City service will be added to the weighted test score of each promotional candidate.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such competitive candidates ahead of the promotional candidates.
In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
You may take the Wastewater Treatment Electrician multiple-choice test only once every 24 months under this bulletin. If you have taken the Wastewater Treatment Electrician multiple-choice test during an open filing period in the Personnel Department within the last 24 months under this bulletin, you may not file for this examination at this time.
Your rank on the employment list may change as candidates from other administrations of the examination are merged onto one list.
