Position ScopeAPPLICANT REVIEW, INTERVIEWS, AND CANDIDATE SELECTION MAY OCCUR PRIOR TO CLOSINGSalary range is the entire compensation range for the position classificationEmbrace the New - Do Right - Lend a Hand - Find a Way - Enjoy our Work - Celebrate UniquenessGENERAL PURPOSE: Under general supervision, performs difficult professional and intermediate administrative work managing the design and construction of Capital Improvement Program (CIP) projects; the development and implementation of service and construction contracts and the development of comprehensive construction documents. Work involves considerable interaction with higher-level City management, administrators, real estate professionals, departments from projects submitted, and applicable internal stakeholders, outside local, state, and federal agencies, and engineering, estimation, and construction firms working on the Project Manager (PMs) projects. Most of the work is performed independently but under the general supervision of the Program Management Office leadership structure.
Primary Duties and ResponsibilitiesThe following duties

- Responsible for delivering CIP projects on time and within budget to meet the expectations of leadership.
- Provide technical input and direction during the Annual budget planning process to develop multi-year comprehensive project scope, schedule, and budgets for each CIP project.
- Implement and project manage the delivery of assigned CIP projects from conceptual design through project closeout, while utilizing the cities project management software system.
- Prepare and maintain detailed records and files for each project managed.
- Analyze and prepare written reports on project performance using project management techniques.
- Develop project cost estimates/projections, schedules, workplans, and budgets.
- Coordinate, direct, and manage relationships with engineers, customers, vendors, outside agencies, departmental/city employees to assess project needs.
- Review plans, specifications, technical reports, and construction cost estimates provided by engineering consultants for compliance with City/industry standards.
- Coordinate City review of contractor shop drawings.
- Coordinate with adjacent projects to ensure CIP projects are aligned.
- Project Manage and coordinate with City/consultants, contractors, and inspectors assigned to capital improvement projects.
- Coordinate with inspectors that oversee safety procedures at construction sites.
- Conduct meetings with internal, external stakeholders and those under contract with the city on each CIP Project.
- Negotiate with engineers and contractors on contracts and change orders.
- Prepare change order requests for leadership consideration.
- Review and approve engineer and construction contractor project pay requests. Maintain schedule/progress records and track project budget expenditures to remain within authorized amounts.
- Coordinate with the City assigned inspectors and attend bi-weekly construction meetings as necessary.
- Coordinate with the City Inspector to maintain inspection records, permits, plans and related construction documentation on file for each project.
- Receive and respond appropriately to customer inquiries and complaints.
- Manage resolution of complex customer service issues requiring interdepartmental, interdivisional and/or inter-governmental coordination.
- Works closely with administration staff for support and project tracking.
- Provide at least bi-weekly project status updates to submitting department representatives.
- Attend monthly leadership meetings and provide CIP Project updates on assigned projects.
- Performs other duties as assigned.
Minimum Qualifications & Position RequirementsEducation and Experience:Bachelor’s Degree in Business Administration, Engineering, Construction Management, Project Management or closely related field from an accredited college or university. 5+ years’ experience in project management in public works related infrastructure such as sanitary sewer collection systems, water distribution systems, stormwater sewer collection systems, transportation systems, pump stations, water production plants, wastewater plants, information technology infrastructure, airport, police, fire, parks and recreation facilities or related infrastructure.; OR and equivalent combination of education and experience.
Preferred: A Project Management Professional (PMP) certification or ability to obtain certification within 1 year; Certified Construction Manager (CCM) certification or equivalent, or ability to obtain within 1 year; Registered Architect or ability to obtain within 1 year; Professional Engineer (PE) or ability to obtain within 1 year.
Necessary Knowledge, Skills and Abilities:Knowledge of: - Design and Construction practices, techniques, materials, equipment, cost estimates, and budgets relating to public works, utilities, and civil and structural work.

- Explain information in a clear and understandable manner to non-technical people.
12 Month Goals:- Become familiar with City and department policies, Standard Operating Procedures (SOPs), and procurement processes.
- Attend key department and city meetings with leadership to understand active and upcoming Capital Improvement Program (CIP) projects.
- Conduct one-on-one meetings with all direct reports, consultants, and contractors under the PM’s purview, establishing recurring check-ins.
- Review and gain familiarity with the City’s Strategic Plan, Infrastructure Improvement related plans, and CIP projects.
- Establish professional relationships with City management, engineers, finance, procurement, and client related departments to ensure alignment with project priorities.
- Work closely with Project Managers to assess project scope, schedules, and budgets for assigned CIP projects.
- Gain a working understanding of the City’s project management software system and reporting structure.
- Begin reviewing engineering plans, construction contracts, and vendor agreements to ensure compliance with City and industry standards.
- Develop a baseline understanding of budget management, cost estimates, and project tracking tools used within the department.
- Align with and model the City's Core Values, Vision, and Mission in all interactions and project management efforts.
- Establish and maintain strong working relationships with internal and external stakeholders, including but not limited to engineers, contractors, and regulatory agencies.
- Successfully manage and ensure on-time, within-budget delivery of assigned CIP projects, using performance tracking and reporting mechanisms.
- Implement best practices in project management, including scheduling, risk assessment, and process improvements for better project delivery.
- Evaluate and recommend improvements to CIP projects based on findings from ongoing project reviews.
- Contribute in the development SOPs for managing CIP projects, contract administration, and project documentation.
- Actively engage in the annual CIP budget planning process, contributing insights on project scope, scheduling, and funding requirements.
- Conduct regular project status updates, including weekly reports for department leadership and monthly presentations for city leadership.
- Oversee contractor performance, negotiate change orders, and ensure that all work aligns with City standards and specifications.
- Coordinate with inspectors to maintain safety and compliance on construction sites while ensuring proper documentation and permitting.
- Address and resolve complex customer service issues related to CIP projects, working across departments to find effective solutions.
- Support a team-oriented environment by fostering collaboration, mentoring staff, and promoting continuous improvement initiatives.
Additional InformationSpecial Requirements: Possession of an Arizona Driver’s License.

$89,190.40 - $133,806.40 Annually
