Minimum Qualifications
Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to engineering, plus eight (8) years of engineering experience acquired before and/or after licensing as a professional engineer.

Licenses or Certifications:

Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.

About the job:
This position requires creating an entirely new program to administer the 5-year, $47.8M Climate Pollution Reduction Grant ( CPRG ) awarded to the City and the region to achieve pollution and vehicle miles traveled reductions. This position makes decisions by negotiating and collaborating with all the external and internal stakeholders in a deadline-focused environment balancing multi-faceted needs and requirements from all the involved parties.

This position is integral to another regional partnership, the Construction Partnership Program, a $20 Billion dollar multi-agency set of roadway construction projects including I-35 rebuild, Project Connect, City Corridor Program and more. This emerging program provides the alternative travel options for travelers during the next 10 years of construction and traffic congestion.

This position requires working extensively with internal and external stakeholders: City departments, city Council members, regional transportation agencies such as Texas Department of Transportation, Capital Metro, Capital Area Metropolitan Policy Organization, Capital Area Regional Transportation Systems, Movability, Capital Area Council of Governments, the Federal Environmental Policy Agency and more.

Due to the complex nature of the new program agreements, policies and deliverables across multiple jurisdictions: the City, State (TxDOT), Counties, and other agencies, this position directs staff to coordinate with all the internal and external stakeholders and achieve pollution reduction, new transportation demand management strategies and interlocal agreements to ensure delivery of program and federal grant requirements within an initial five year period and development of a sustainable post-grant program after the initial five year period.

This position provides leadership, direction, and strategic oversight for transportation demand management, interagency coordination and management. This position leads and interacts with multiple internal divisions and external customers: Transportation Demand Management, Finance, Intergovernmental Relations, Law Department, Communications, Office of Sustainability, Economic Development, and Boards and commission, City Council, and regional transportation agency partners.

Essential Duties will include:

1. Lead Transportation and Public Works Department efforts in regional multi-agency effort to provide transportation alternatives during grant five-year period and beyond. Provide strategic directions, vision, mission, and long-term goals in alignment with the state law, local regulations, Austin’s Climate Change Plan as well as the City’s long term mobility plan ( ASMP ).

2. Represent the Department on transportation-related interlocal agreements with multiple regional transportation agencies and before the City Council, and serve as the liaison with other City Departments, external stakeholders, and legal counsel in implementation of the CPRG .

3. Foster partnerships with private sector (business community), partnering agencies (TxDOT, Counties and neighboring municipalities) and partnering City Departments to promote transportation alternatives within the community, and offer new mobility experiences along Austin’s major corridors. Influence the ways travelers see and use the entire mobility network to relieve congestion and provide a path to cleaner air.

4. Oversee the implementation of the Climate Pollution Reduction Grant three main thrusts of 1) transportation service enhancements, 2) physical infrastructure improvements and 3) behavioral change and education consistent with the grant and city objectives.

5. Develop and maintain performance metrics, mapping and tracking tools to aid in collaboration and performance/leveraging tracking for the department and regional transportation partners. Communicate progress to Executives, City Council and the public.

Duties, Functions and Responsibilities

Develops or oversees development of technical specifications and standards by applying knowledge of the principles and practices of discipline engineering including the methods, materials, equipment, and techniques used. Reviews, analyzes, and interprets plans, specifications, contracts, and other related documents. Manages and coordinates programs or projects by reviewing and monitoring projects or programs, including the review of plans and development proposals for impacts related to project or program. Plans, researches, designs, and implements engineering studies and projects or program areas by applying advanced technical knowledge of engineering discipline. Manages and negotiates contracts by reviewing monthly progress reports, verifying final quantities and costs, compiling requisite documentation, reviewing change orders, and auditing as-built records. Acts as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, or suppliers and the City. Negotiates problems of changes, errors, or deficiencies and ensures compliance with project specifications and requirements. Interacts with internal and external customers to ensure requirements and needs are satisfied. Reviews plans and provides recommendation changes, solutions, or implementation. Monitors projects for regulatory compliance by providing consultation and determinations in matters involving application and interpretation of regulations and policies. Manages or leads teams of technical personnel including assigning and monitoring tasks. Provides advanced technical training to staff and field personnel by reviewing business needs, evaluating personnel, creating and applying training documentation, and presenting and analyzing training. Develops and monitors budget of projects. Assists in developing, managing, and submitting proposed budget forecast planning for short- and long-term City planning. Provides a high level of engineering and technical advice and direction. Possesses ability to troubleshoot advanced technical problems. Possesses ability to perform advanced engineering design.
