Job Description The Associate Director is tasked with supporting the leadership and strategic direction of the National Laboratories and International Nuclear Security Engagement Center. Involved in developing new partnerships and new opportunities to leverage TEEX related training capabilities and technical assistance services to support national and international nuclear safety and security challenges. Works closely with the TAMUS National Laboratories Office and other TAMUS members to maximize potential opportunities, determine priorities, and address challenges. Monitors existing TAMUS National Laboratories Office (NLO) funds received through TAMUS’s Basic and Master Task Order Agreement flow down, and ensures other agreements are managed and executed in accordance with federal guidelines, state law, TAMUS policy/regulations and TEEX administrative procedures. Assists with oversight of the work being executed under TAMUS NLO flow down agreements with responsibility for providing active monitoring and management support.
This position reports to the Director of NLNSE.
Required Qualifications: - Bachelor’s degree from an accredited college or university, or equivalent combination of education and experience.
- Ten years of program management related experience.
Required License/Certifications:- Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
- Must have a valid U.S. passport or ability to obtain within 180 days of employment.
- Must have ability to obtain and maintain a Department of Energy security clearance.
Preferred Qualifications: - Master’s degree from an accredited college or university.
- Ten or more years of supervisory experience.
- Knowledge and experience in TEEX enterprise processes and/or experience in operational management in an enterprise funded organization.
- Experience in devising and implementing business development strategies.
- Experience with budget management, fiscal operations, and program management with emphasis on enterprise funded operations.
- Familiar with DOE/NNSA Nuclear Security Enterprise.
- Three years management-level experience within the DOE/NNSA Nuclear Security Enterprise
- Knowledge of federal, state, and local funding streams.
- General knowledge of the State of Texas governmental structure, State of Texas Legislative processes, and various agencies, commissions, and departments.
Physical Requirements:- May be exposed to various weather conditions, potential allergens, elevated noise levels, and heat at various division operational locations.
Knowledge, Skills, and Abilities: - In-depth understanding of TEEX capabilities/competencies and departmental responsibilities/activities.
- Demonstrable knowledge of TAMUS organization and departments.
- Knowledge of word processing, spreadsheet, and database applications.
- Strong skills using MS Office Suite.
- Knowledge of principles and processes for providing customer and personnel services to include customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Knowledge of briefing and written/electronic presentations to senior leaders to include state, regional, and federal agency leaders as well as national organization executives.

- This position may direct or evaluate the work of others.
- This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
- Must be a United States Citizen due to data security requirements.
Essential Duties, Tasks, and Percentages: Strategy Development and Execution - 75%- Assist agency efforts to support TAMUS National Laboratory Office in execution of support of the Los Alamos National Laboratory (LANL) Maintenance and Operations (M&O) contract.
- Serves as liaison and secondary POC for TEEX to support TAMUS/NLO engagement with the Department of Energy/National Nuclear Security Administration (DOE/NNSA), the Nuclear Security Enterprise.
- Guides agency efforts to engage DOE/NNSA national laboratories, plants, and sites, TAMUS members, and TEEX divisions to collaborate in the development and implementation of training and technical solutions that enable organizations to meet national nuclear security challenges.
- Facilitates TEEX engagement with TAMUS members, the International Atomic Energy Agency (IAEA), federal agencies, federal contractors, and other international organizations to support international nuclear and radiological emergency preparedness training and technical assistance efforts.
- Prepares and manages the annual budget.
- Manages the proposal development process to support national and international nuclear security enterprise projects.
- Ensures completion of required reports and other program responsibilities.
TEEX Promotion and Outreach - 15%- Represents TEEX in various external organizational meetings and events such as TAMUS NLO meetings, Communities of Practice, DOE Emergency Management Symposium and the Nuclear Deterrence Summit.
- Coordinates agency-wide effort to communicate and promote TEEX capabilities to support organizations engaged in the nuclear security industry.
- Provides and coordinates TEEX support of NLO-requested, or TEEX-initiated tours, meetings, and visits specific to the nuclear security enterprise.
Internal and External Customer Support - 10% - Develops Customer Relationships.
- Interacts professionally and respectfully with staff and external partners.
- Supports internal and external customers as directed by the NLNSE Director.
Other Duties:- Performs additional work duties as assigned.
- Participates in professional development opportunities and seeks personal growth.
- Maintains involvement with Agency Initiatives (CoP’c, etc.).
