Depending on experience and background, candidates will be brought on as a Long-Range Planner 1 ($68,785.60 - $87,984.00/YR), Planner 2 ($78,749.01 - $100,745.42/YR) or Planner 3 ($84,260.39 - $107,796.26/YR). Hourly rate is pending Board of County Commissioners approval; scheduled for February 2025.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS PLANNER 1 ($33.07 - 42.30/Hour) REQUIRED EDUCATION AND EXPERIENCE - Bachelor's degree in planning or closely related field from a college or university accredited by an agency recognized by the US Department of Education; OR
- Four years of related planning experience; OR
- Any equivalent combination of related experience and related education demonstrating required knowledge, skills, and abilities to perform the job.
PLANNER 2 ($78,749.01 - $100,745.42/Year) REQUIRED EDUCATION AND EXPERIENCE - Bachelor's degree in planning or closely related field from a college or university accredited by an agency recognized by the US Department of Education, AND two years of related planning experience; OR
- 6 years of related planning experience.
- Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
PLANNER 3 ($84,260.39 - $107,796.26/Year) REQUIRED EDUCATION AND EXPERIENCE - Bachelor's degree in planning or closely related field from a college or university accredited by an agency recognized by the US Department of Education AND four years’ experience in policy analysis, planning or related field, OR
- 8 years experience in policy analysis, planning or related field.
- Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS: - Experience with environmental permitting.
- Familiarity with comprehensive planning and sub-area plans that guide development policies.
- Experience with process improvement practices such as Lean Six Sigma.
- Experience with electronic plan submittal and review.
- American Institute of Certified Planners certification.
- One or more years of experience as a lead worker is desired.

ILLUSTRATIVE EXAMPLE OF DUTIES In the Planner 1 role, you will have the opportunity to: - Research, interpret, evaluate, and apply a wide variety of entry-level and inter-related data, policies, laws, codes, and legislation to functional work assignments.
- Design, review, and implement assigned planning projects with a limited amount of complexity.
- Understand local, state, and federal laws, regulations, and guidelines as they relate to assignment.
- Support and organize community engagement efforts.
- Supports updates to policy and code, subarea plans, and other long-range plans in response to changes in regulations, direction from the Board of County Commissioners, or as required by State law.
- Supports higher-level planner meetings and review sessions, as assigned, with representatives from related agencies.
- Act as project staff on multiple projects and projects as assigned with multiple dimensions.
- Support and help to implement less complex programs, sometimes with grant requirements.
- Act as a limited resource for guidance; review, identify deficiencies and alternatives, and monitor assigned projects to implementation.
- Provide support for higher-level planner administration of agreements and contracts with consultants, contracting agencies, and other organizations. Support staff meetings with technical advisory staff to check or support results of study analysis and resultant data.
- May assist in mediating and negotiating in entry-level planning processes; find equitable solutions with policies, goals, and strategies of the program and the County.
- Provide staff support to investigate, prepare, and finalize documents (eg, policies, ordinances, comprehensive and subarea plans) on moderately complex planning, community and other public policy issues.
- Conduct limited field inspections to ensure regulatory or policy compliance.

- Support staff in the design, preparation and delivery of presentations, articles, reports, and other information to boards, committees, groups and other organizations, and other regulatory, oversight, or advisory bodies.
- Use a personal computer and associated software and peripheral equipment i n the performance of assigned duties, including preparing reports, graphics and maps.
- Provides information to the public regarding development regulations; assists in resolving citizen and customer issues.
In the Planner 2 role, you will have the opportunity to: - Research, interpret, update, evaluate, investigate, report and apply a wide variety of moderately complex and inter-related data, policies, laws, codes, and legislation to functional work assignments.
- Design, review, and implement assigned planning projects with a moderate level of complexity.
- Review applications to approval.
- Support and organize community engagement efforts.
- Supports, and leads based on complexity, updates to policy and code, subarea plans, and other long-range plans in response to changes in regulations, direction from the Board of County Commissioners, or as required by State law.
- Coordinate and conduct meetings and review sessions, as assigned, with representatives from related agencies.
- May act as program or project lead on multiple projects with multiple dimensions; work with other departments and agencies to coordinate and prioritize projects, including but not limited to capital projects.
- May provide guidance to Planner 1 staff and support staff assigned to miscellaneous projects.
- Support, or prepare as the case may be, and implement less complex environmental programs, sometimes with grant requirements, including natural resources asset management, prioritized habitat and ecosystem protection and restoration, and support climate resiliency initiatives and state requirements.
- Act as technical resource and provide guidance; review, identify deficiencies and alternatives, and monitor projects to implementation and for future monitoring as required.
- Provide support for administration of agreements and contracts with consultants, contracting agencies, and other organizations.
- Meet with technical advisory staff to check or support results of study analysis and to verify applicability of data.
- Implementing and managing planning studies and programs; capital project development and programming; Geographics Information Systems analysis and production; Travel Demand Modeling analysis and operations; data and policy analysis; development review; and public outreach and interjurisdictional coordination.
- Act as a mediator and negotiator in the planning process; find equitable solutions with policies, goals, and strategies of the program and the County.
- Conduct field inspections to ensure regulatory or policy compliance.

In the Planner 3 role, you will have the opportunity to: - Provide technical expertise and guidance to staff; including as a lead to other planners and support staff assigned to the projects.
- Serves as the subject matter expert for assigned planning projects and programs.
- Research, interpret, evaluate, and apply a wide variety of complex and inter-related data, policies, laws, codes, and legislation to functional work assignments.
- Design, review, and implement assigned planning projects with a higher level of complexity.
- Review applications to approval.
- Support and organize community engagement efforts.
- Lead updates to policy and code, subarea plans, and other long-range plans in response to changes in regulations, direction from the Board of County Commissioners, or as required by State law.
- Coordinate and conduct meetings and review sessions with representatives from related agencies.
- Program or project manager lead on multiple projects with multiple dimensions; work with other departments and agencies to coordinate and prioritize projects, including but not limited to capital projects.
- Prepare and implement transportation programs, environmental programs, often with grant requirements, including asset management, prioritized habitat and ecosystem protection/ recovery, and support climate resiliency initiatives and state requirements.
- Act as technical resource and provide guidance; review, identify deficiencies and alternatives, and monitor projects to implementation and monitoring as required.
- Establish funding guidelines and priorities for planning and development programs; develop and oversee grant application processes and provide oversight for grant implementation and compliance.
- Negotiate and administer agreements and contracts with consultants, contracting agencies, and other organizations. Meet with technical advisory staff to check results of study analysis and to verify applicability of data.
- Act as a mediator and negotiator in the planning process; find equitable solutions with policies, goals, and strategies of the program and the County.
- Investigate, prepare, and finalize documents (eg, policies, ordinances, comprehensive and subarea plans) on complex and sensitive planning, community development and other public policy issues.
- Conduct field inspections to ensure regulatory or policy compliance.
- Research, analyze, compile data, and prepare reports to support Type I through IV planning decisions.
- Design, prepare and deliver presentations, articles, reports, and other information to boards, committees, groups and other organizations, including the Board of County Commissioners, Planning Commission, Hearing Examiners, and other regulatory or advisory bodies.
- Assist with mediation and/or negotiation of solutions consistent with goals, policies, and regulations of the program and of the County, while balancing public and private rights and interests.
