Education and Experience : A Bachelor's degree or higher in accounting, business or public administration, finance or a related field, and three (3) years of professional experience in auditing, accounting, contract administration, or information systems design and implementation, or closely related experience.

Licenses and Certificates : Must obtain certification as a Certified Internal Auditor (CIA), or Certified Public Accountant (CPA), or Certified Information Systems Auditor (CISA) within one (1) year of appointment.

General Purpose

Under direction, plan, coordinate and participate in complex auditing assignments to determine the adequacy of internal controls, the efficiency and effectiveness of operations and compliance with applicable laws and prescribed policies and procedures.

Typical Duties

Conduct audits in order to analyze and evaluate the effectiveness of procedures and operating controls designed to safeguard the City's assets. Involves: Develop audit objective in each area being reviewed and design complex audit programs to achieve objectives. Determine auditing procedures to use including statistical sampling, electronic processing equipment and field work. Assist in the oversight of staff to ensure audit planning, fieldwork, and audit reporting are in compliance with relevant auditing standards, established policies and procedures. Prepare time and expense budgets for audit assignment. Identify factors causing deficient conditions and recommend course of action to improve conditions. Obtain, analyze, and appraise audit evidence as a basis for an informed, independent and objective opinion concerning the efficiency and effectiveness of internal controls within the audit scope. Document audit findings and preliminary recommendations including associated risks and benefits, for review with the Internal Auditor and auditee.

Perform follow-up audit procedures to appraise the adequacy of the corrective action taken to improve deficient conditions and reduce cost. Maintain contact with department managers to ensure that corrective actions planned or taken are appropriate. Investigate allegations of misappropriation to determine wrongdoing, identify parties and quantify loss. Prepare reports of audit findings and recommendations for management review. Perform special projects. Assist in preparation of the External Quality Assessment Reviews. Responsible for the maintenance of the Internal Audit Office's record retention program. Responsible for updating the Internal Audit Office's Policies and Procedures Manuals. Review audits performed by staff members. Involves: Ensure that they are conducted according to audit standards. Guide and train auditing personnel in the techniques and other processes pertinent to the work assignment. Provide feedback on employee appraisals.
