The Permit and Licensing Review Analyst position is responsible for providing a wide variety of technical and specialized duties to ensure compliance with applicable city codes and ordinances for fire inspections, commercial permitting and licensing requirements. The responsibilities include technical inspection scheduling for contractors via phone/online, commercial property data management, entering inspection data in the Records Management System and SharePoint. In addition, auditing property data for inaccuracies, validating property data for inspection requests and answering technical inspection questions.
Daily tasks include, but are not limited to:
- Provides assistance to internal and external walk-in customers by answering applicable requirements related to fire inspections and permits.
- Performs in-depth research to schedule fire system, life safety and annual state license inspections via phone or route callers to the appropriate personnel.
- Educates commercial general contractors, fire system contractors, and business owners as it relates to inspections and the permitting life cycle process.
- Creates and modifies property data related to inspections in the AFD Records Management System.
- Calculates and processes inspection invoices.
- Resolves payment discrepancies and reviews payment invoicing for accuracy.
- Participates in the cross-training program:
- Collaborating with other permit analyst personnel to create, identify, and report on areas within the program.
- Serve as a back up to other sections in the division.
- Assist with training of new staff; and
- Creates/Edits/Updates Standard Operating Procedures for the Prevention Division.
- Prioritizes conflicting needs; handles matters expeditiously, proactively, and follows-through on projects to successful completion, often with deadline pressures.
- Collaborates with AFD inspectors and engineers to verify requested inspections and assist with issues regarding system plan reviews.
- All other duties as assigned.

Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
Pay Range
$25.74 - $30.50 per hour

Preferred Experience: - Ability to work efficient and effectively in a very fast-paced environment.
- Ability to quickly answer technical questions within a high call volume environment.
- Knowledge of and experience with the City of Austin commercial construction permitting process.
- Advance proficiency in records management databases or software applications to complete assigned tasks.
- Intermediate to advance knowledge of Microsoft Office Suite (Outlook, Excel and Word).
- Experience in providing technical support to commercial construction and/or engineering staff.
- Ability to work and communicate effectively with all levels of employees and external customers while conveying a positive, service-oriented attitude.
- Ability to work both independently and in a team environment.
- Ability to travel to more than one work location,
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Performs a variety of technical work involved in the acceptance, review, processing and issuance of all types of permits and licenses issued by the city. Screens and directs calls and/or public visitors; provides permit information including quoting and calculating fees and suggesting types of permits needed; answers questions and provides information, including applicable codes and regulations. Receives citizen complaints and questions, refers them to appropriate department or staff member for resolution. Reviews and interprets plans and specifications to determine compliance with related city codes, ordinances, and submittal requirements. Red-lines and notes features on plans needing revision in order to meet code requirements, participates in meetings to resolve conflicts with plans. Provides information to contractors, property owners, development professionals, and the general public regarding the interpretation and application of city policies, procedures, and licensing requirements. Prepares permits for issuance, assists in the scheduling of and keeping of records of reviews or inspections, keeps records of and provides billings of fees; ensures proper filing and logging of plans, and related documents for the permanent record,. Assists in the development and maintenance of procedure and policy manuals. Reviews development applications to ensure that all required documents are included in the submittals. Performs field visits as required to review issues of non-compliance in regards to building, codes, right of way, and zoning law and ordinances.
