The Department

The Finance Department is responsible for providing quantitative financial information, policy analyses, and recommendations that help the City Council and all City departments make decisions about how to best allocate the resources available to the City.

Senior Accounting Specialist Class Specification

Definition

Performs a variety of highly responsible fiscal clerical and general clerical duties in the preparation, maintenance and processing of accounting records and financial transactions.

Class Characteristics

This is the advanced journey level class in the Accounting Specialist series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for the full range of fiscal clerical duties related to grant and/or project tracking and maintenance, budget support, or city-wide purchasing. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. Receives direction from an assigned supervisor; may exercise lead direction over assigned staff.

Essential Functions

Performs a variety of fiscal clerical duties in the preparation, maintenance and processing of accounting records and financial transactions including accounts payable, accounts receivable, purchasing and payroll functions within an assigned operating department.

• Assigns and reviews work of other clerical staff.
• Trains Department staff in work procedure and in the use and capabilities of various computer database systems.
• Develops and maintains spreadsheets, databases and other automated systems.
• Maintains the necessary accounting records to support processed transactions related to area of assignment.
• Reconciles records of area of assignment.
• Verifies accounting entries to ensure accuracy.
• Processes, code, enter and verify numerical or financial data related to area of assignment.
• Distributes data to appropriate department staff or agency upon completion of assigned process.
• Prepares technical reports and documentation related to area of assignment.
• Compiles and prepares reports based on state and federal requirements.
• Provides fiscal clerical support to assigned supervisory personnel related to assigned department fiscal functions.
• Researches and compiles basic technical information related to area of assignment.
• Responds to questions and concerns regarding area of assignment.
• Corrects problems in documents as necessary.
• Explains processes and systems to department employees and vendors.
• Types a variety of written material from rough draft, audio recording or verbal instructions using computer equipment as assigned.
• Compiles general information from a variety of sources as requested.
• Composes routine correspondence independently.
• Performs general clerical duties including filing, billing, checking, tracking, recording information on records, and processing personnel, payroll, purchasing, and training information.
• Participates in the preparation of assigned budget.
• Maintains timecard and payroll records.
• Performs special projects and studies.
• Collects and compiles routine statistical and financial data for special reports.
• Ensures confidentiality of information is maintained according to applicable laws, rules, regulations and administrative orders.
• Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Purchasing Assignment:

• Maintains storeroom.
• Receives deliveries.
• Delivers supplies to different sites.
• Researches price comparisons and durability of products.
• Assesses vendors' performance.
• Identifies customer needs.

Marginal Functions

• May provide lead direction over assigned clerical personnel.
• May perform coordination and technical support of ongoing programs such as volunteers, marketing, and community outreach.
• Maintains personnel files and records for department personnel.
• May post and maintain information on department/division intranet and/or internet website pages.
• Other duties as assigned.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Methods, practices and terminology used in accounting clerical work; pertinent rules, laws and policy regarding accounting methods; modern office practices, methods, procedures and computer equipment.

Ability to: Perform a variety of complex, specialized and responsible fiscal clerical duties in support of specific functions or programs within a department; on a continuous basis, sit at a desk and/or stand at a counter for long periods of time; intermittently twist and reach office equipment; write and use keyboard to communicate through written means; run errands; lift or carry light to moderately heavy items; intermittently review documents related to department operations; observe, identify and problem solve office operations and procedures; understand, interpret and explain department policies and procedures; explain operations and problem solve office issues for the public and with staff; understand the organization and operations of the city and of outside agencies as necessary to assume assigned responsibilities; work independently with limited supervision and effectively with others in a team environment; exercise initiative and sound judgment; post and make mathematical computations rapidly and accurately; operate computer equipment and use a computer based accounting system; apply operating rules and procedures of assigned department; work cooperatively with other departments; outside agencies, and the public; interpret and apply departmental policies, procedures, and rules; establish and maintain financial records; perform mathematical computations; operate a variety of office equipment such as a calculator, computer and related software; develop and maintain spreadsheets, databases and other automated systems; type at a speed necessary for successful job performance; compile and maintain complex and extensive records and files; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be education and/or experience equivalent to completion of the twelfth grade or equivalent and two years of accounting clerical experience at the journey level.
