Why you’ll love this position:The Section for Patient and Application Services Director is a leadership position within DHSS's Division of Cannabis regulation, which was established to implement access to and regulation of medical and non-medical cannabis in Missouri. This leadership position is responsible for the work and outcomes of the Section in carrying out its duties as outlined in Article XIV and 19 CSR 100-1 under the guidance of the Division Director and Division Deputy Director. - Oversee Section for Patient and Application Services' development and implementation of Section duties. Functional areas include, but are not limited to, qualifying patient, caregiver, consumer cultivation, and agent identification card issuance; certifying physician and nurse practitioner account verification; microbusiness, medical and marijuana facility application processing and initial license issuance; serving as DCR's frontline team by responding to inquiries received in the call center.
- Responsible for the Section's interpretation of Article XIV and 19 CSR 100-1 as it relates to the Section's duties.
- Ensure consistent interpretation and application of regulations and regulatory perspective within the Division.
- Direct operations of the Section teams and functions. This position supervises the Section Deputy Director and Lead Administrative Support position and is responsible for the outcomes of the Individual Licensing Unit, Facility Application Services Unit, and Section Development Unit, which consists of 24 professional and support level staff.
- Ensure operations are conducted based on established processes and procedures. Oversee day to day operations including continued policy and procedure development, document review and approval, policy analysis and advice, personnel oversight, and project management, all with an emphasis on fostering a positive and collaborative working environment.
- Utilize independent judgement in evaluating Section priorities, aligning with division-wide intiatives to help achieve shared long term goals. Enlist management team in strategies for meeting goals and initiatives, delegate tasks, provide expectations, and empower teams to take ownership.
- Evaluate staff performance and provide mentoring and coaching for a successful team. Ensure the Section has the training and resources necessary to support their work.
- Foster a supportive team environment ensuring rapport, respect, and trust within the team and across the division. Build relationships with division leaders in a collaborative effort to promote positive workplace culture supportive of each unit, valuing the individual contributions of each staff member towards shared goals.
Minimum Qualifications: - At least five years of experience in regulatory field with regulatory policy development or implementation preferred.
- At least four years of experience in supervising professional and administrative staff, with a minimum of two years at management-level positions. (Substitutions may be allowed)
- Familiarity with Article XIV and associated regulations.
- Ability to lead teams by setting clear direction and providing guidance to meet goals.
- Strong critical thinking/problem solving skills with ability to analyze complex situations, identify issues/opportunities, and develop effective solutions and strategies.
- Demonstrable expertise in leading collaboration within teams.
- Experience in change management and effectively leading teams through ongoing shifts in initiatives/priorities.
- Ability to make timely decisions with confidence.
- Ability to work in a fast paced environment with competing priorities.
- Strong written and verbal communication skills.
- Expertise in ability to interact effectively with diverse groups within teams, including management, technical and non-technical staff, the public, and governmental officials.
- Ability to use the Microsoft Suite proficiently and quickly learn specialized systems.
