Education and Experience : A Bachelor's degree or higher in Economics, Accounting, Business or Public Administration, Urban Planning, Finance or related field, plus three (3) years of professional business or economic analysis, or financial analysis or forecasting experience.

General Purpose

Under direction, coordinate diverse economic development projects and activities.

Typical Duties

Serve as the point of contact for the city's incentive projects. Maintain an advanced working knowledge of local, state and federal economic development incentive methods and programs. Conduct preliminary economic impact analysis. Coordinate with legal staff and help formulate economic development agreements. Gather research and analyze economic development studies and surveys. Maintain a working knowledge of incentive programs in comparable cities. Interact with marketing & communications staff regarding presentations on local economic development efforts.

Prepare information for incentives and enterprise zone compliance reporting. Monitor contracts for the provision of economic development services and incentives and assist with contract compliance. Formulate recommendations with regard to the provision of incentive packages for recruitment, retention and expansion of business prospects as assigned. Evaluate current and proposed economic development programs.

Develop and maintain a long term, effective plan for a systematic redevelopment strategy for El Paso's downtown. Under general direction develop, implement and manage El Paso's city-wide infill policy and Transit Oriented Development policy. Utilize best practices and strategies for effective business attraction and retention in El Paso's downtown. Assist the Downtown Management District, Central Business Association and others with marketing and promotion of El Paso's downtown. Build, foster and maintain partnerships with downtown merchants to further the City's redevelopment strategic goals.

Prepare and monitor project and program budgets and make recommendations for amendment of such budgets as necessary. Perform reviews and analysis of development proposals from all sources. Utilize computer-based programs to analyze, monitor and report on projects, programs, and development proposals.

Supervise assigned personnel. Involves: Schedule, assign, instruct in, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
