DEFINITION: Under general direction, performs advanced technical accounting support and administrative duties in the preparation, processing, and maintenance of accounting and financial records; functional areas of responsibility can include accounts payable, accounts receivable, capital assets/project accounting, inventory, and/or payroll; the incumbent serves as lead in his/her assignment; organizes and manages desk workloads by setting priorities and deadlines; makes prompt decisions and performs advanced customer service working with irate customers and resolving complex issues; and performs related work as required.
Essential Functions EXAMPLES OF TYPICAL JOB FUNCTIONS :
- Performs a variety of advanced technical level accounting support and administrative duties in the preparation, processing, and maintenance of accounting and financial records.
- Reviews, analyzes, audits, reconciles, monitors, and maintains accounts in assigned area of responsibility, which may include cashiering, including balancing and reconciling accounts; reviewing contracts and bankruptcy claims and adjustments; reconciling receivables, processing collections, and executing promissory notes; preparing payroll-related tax payments; maintaining domestic and canal water availability; and/or managing tax roll transfers.
- Performs duties in support of payroll operations; ensures submitted employee timekeeping is accurate and contains the appropriate approvals; enters maintenance changes such as direct deposit, tax withholdings and deductions into the payroll system; enters child support and other court orders; generates check requests/EFT requests for amounts withheld from payroll; generates payroll; distributes paper payroll checks; prepares positive pay file; prepares and distributes payroll reports; processes rush checks for employees as directed.
- Processes and data enters special payroll transactions, such as wage assignments and liens, advances, child support payments and sick leave sell backs; makes payroll system adjustments to ensure appropriate payroll tax treatment of retroactive and other special wages; generates and checks preliminary and final payroll reports and registers; runs leave accrual processes; generates paychecks; ensures timely and accurate posting of payroll to the financial accounting system and generates electronic bank deposits; generates reports and checks and prepares other special reports.
- Verifies, audits, and edits, biweekly and other special employee payrolls in accordance with District policies and procedures and labor contract agreement provisions; verifies accurate reporting of changes in pay, payroll status, benefits, taxes, and other deductions, as well as retroactive pay adjustments and terminations; verifies and edits attendance and work hours data entered by departments; works with departments to resolve reporting problems and errors; processes adjustments to individual employee pay to correct errors.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment.
Experience: Four (4) years of increasingly responsible in performing high level financial, statistical recordkeeping or accounting utilizing integrated accounting software and Excel spreadsheets and use of a 10-key calculator by touch, in a manner sufficient to successfully perform the essential duties of the job as those listed above.
Education: Associate degree from an accredited college with major coursework in accounting, business administration or a related field.
