Job Description

As a member of the Emergency Operations Training Center team, the Enhanced Emergency Operations Center Instructor is responsible for delivering the Emergency Operations Center (EOC) Operations and Planning for All-Hazards Events (MGT-346) course. The delivery model for MGT-346 is two full-time instructors and one wage/adjunct instructor. The instructor will leverage their expertise in adult learning theories, various learning styles, and apply in-depth knowledge of the computer-based simulation software to optimize participant involvement and learning outcomes.

This role includes developing and utilizing a variety of instructional media to enhance course delivery, leading curriculum and exercise development teams to create and update course content and coordinating adjunct instructors for effective support of upcoming courses. Additionally, the instructor will maintain records and evaluate the performance of adjunct instructional staff involved in MGT-346.

This position reports to the Training Director, Enhanced Incident Management.

Required Qualifications:

• Associate’s degree from an accredited college or university or an equivalent combination of education and experience. (equivalency: will consider a High School Diploma with six years of emergency management and/or emergency response planning)
  
• Four years of experience in emergency management training, emergency response planning and/or emergency management.
  
• One year of experience in adult education and/or training.
  

Required Licenses/Certifications:

• Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
  
• Must have a valid passport or ability to obtain within 180 days of employment.
  
• Completion of IS 700, IS 800, ICS 100, ICS 200, ICS 300 and ICS 400.
  

Preferred Qualifications:

• Bachelor’s Degree from an accredited college or university.
  
• Seven or more years of experience developing and delivering interdisciplinary training to mid and senior level emergency response personnel.
  
• Five or more years of experience in exercise design, development, and delivery of adult training.
  
• Experience in Incident Management Team (IMT), Emergency Operations Center (EOC), Multi-Agency Coordination (MAC) Operations.
  
• Experience in computer assisted simulation-based training.
  
• Formal instructor training.
  

Physical Requirements:

• Regular use of computer/keyboard/telephone.
  
• Ability to communicate orally and in writing.
  
• Ability to support exercise delivery for 8-10 hours/day.
  
• Physical conditioning consistent with setting up classrooms, movement of training equipment up to 30 lbs. with assistance.
  
• Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.

• Expertise in the National Incident Management System (NIMS), including Multi-Agency Coordination Systems (MACS), Departmental Operations Center (DOC) operations, Emergency Operations Centers (EOC), Incident Command System (ICS), and Unified Command (UC) in an emergency response setting.
  
• Ability to plan, organize and lead instruction and exercise development projects.

• This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.

• This position allows telecommuting per TEEX guidelines.
  

Essential Duties, Tasks, and Percentages:

Training Delivery and Program Support - 80%

• Serves as the lead instructor to ensure that the course is effectively and efficiently presented in accordance with DHS and TEEX certified curricula.
  
• Coaches and mentors assigned wage instructional staff to ensure all assigned personnel are proficient in the delivery of instructional material and in the use of the Emergency Management Exercise System.
  
• Ensures that classrooms and training facilities are prepared for class delivery, to include setting up and disassembly of equipment, course props and other materials.
  
• Facilitates after action reviews with participants at the completion of exercises.
  
• Coordinates assignment of instructors and other staff in support of forthcoming course deliveries.
  
• Monitors the activities of other instructors during course delivery to ensure that all learning objectives are met.
  
• Leads nightly course debrief with other instructional team members and adjust delivery plan as necessary.
  
• Proficiently works with Emergency Management Exercise System (EM*ES) software, Microsoft Office software, and working through computer/network issues.
  
• Continually develops and refines instructional skills.
  
• Stays abreast of current events and developments in the field of emergency management.
  
• Remains conversant on all federal, state, and local issues related to emergency management.
  
• Serves as an example and mentor for new instructors.
  
• Works with instructors to ensure successful integration to the team.
  
• Promotes teamwork within the programs.
  
• Actively participates in team meetings and events.
  

Assist with Course Development and Review - 10%

• Actively participates in researching, developing, and writing new instructional material and/or updates existing course materials to meet the program needs.
  
• Assists in developing lesson plans, outlines, training aids, manuals, and scenarios for practical application.
  
• Assists with reviewing curriculum and/or instructional materials to ensure relevance to current doctrine and best practices.
  
• Oversees and is responsible for the development and quality control of exercises/scenarios.
  
• Creates or updates PowerPoint and/or other graphic training aids.
  
• Revises instructional formats, methodology, and technology utilization in assigned training activities to meet specific education and programmatic requirements by reviewing current and proposed activities and monitoring ongoing human services program activities.
  

Fiscal and Administrative Responsibilities - 10%

• Makes sound fiscal decisions in the planning and execution of course deliveries.
  
• Submits administrative paperwork to include timesheets and travel expenses/receipts within the required time frame per agency, division policy, and state travel regulations.
  
• Monitors equipment and facility usage to ensure both are properly and carefully utilized and maintained.

• Performs additional work duties as assigned.
