An Administrative Services Manager job is available with the City of Fort Worth to provide executive level administrative support to senior level executives within the Mayor and Council Division of the City Manager’s Office. In this capacity, the Administrative Services Manager will perform human resources administrative functions, provide budgetary support, and conduct research and data analysis to support strategic initiatives for the office.
Minimum Qualifications: - Master’s Degree from an accredited college or university with course work in Business Management, Public Administration, Business Administration, Human Resources or related field.
- Two (2) years of increasingly responsible and complex administrative, fiscal, personnel and management experience.
- One (1) year in a supervisory capacity.
Preferred Qualifications: - Strong verbal and written communication skills, including research skills.
- Excellent interpersonal skills. Ability to develop and maintain a positive working relationship with employees, elected officials, citizens, business and community groups.
- Solutions-oriented approach to complex challenges.
- Familiarity with municipal government operations.
- Proficient skills in Microsoft Office Suite including Word, Excel, PowerPoint and Outlook.
- Experience with systems such as PeopleSoft, Questica, or similar HR, budgeting, and purchasing software.
The Administrative Services Manager job responsibilities include: - Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; Supervises, manages and coordinates human resources and fiscal functions for the department; research recruitment and compensation issues.
- Participates in the development, analysis, formulation and administration of the department budget. Approves forecast of funds needed for staffing, equipment, materials and supplies; prepares budget and related financial documents; conducts budget preparation/review meetings; monitors and approves expenditures; prepares revenue projections and annual updates; and implements budgetary adjustments.
- Participates in special projects including research of new programs and services, budget analysis and preparation; prepares and presents reports detailing findings and recommendations.
- Oversee purchasing procedures; coordinate various financial and budget activities, including monitoring and requesting requisitions, establishing purchase orders and monitoring travel and training requests; process travel and reimbursements; and monitor expense reports.
- Review contracts concerning programs and projects, including Mayor and Council contracts, service agreements, and also Ordinances, Resolutions and Proclamations.
- Provides complex staff guidance to the department’s senior management team; participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.
- Participates in the development and implementation of departmental goals, objectives, polices and priorities.
- Perform occasional evening work, including weekends, attending public meetings and activities as required.
