Description

This recruitment will establish an employment list to fill current and any future vacancies The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration .

Current vacancy is with the Auditor Controller/Treasurer/Tax Collector are with the District Attorney Office located in Visalia at the Courthouse.

Standard Days/Hours: Monday - Friday, 8:00 am to 5:00 pm.

Salary Information:

Level II: $5,782-$7,046 Monthly

Level III: $6,385-$7,782 Monthly

Typical Duties

Prepare a variety of detailed accounting, auditing, financial, statistical, and narrative reports for the County and other agencies; prepare and review ledgers and journal entries; balance and maintain complex accounting records such as trusts, funds, and claims; maintain and balance tax trust accounts; perform audit procedures and review existing accounting procedures and internal control methods to ensure compliance with standard accounting principles and governmental codes, laws, rules, and regulations; develop, review, and implement accounting, auditing, and financial procedures and systems; make recommendations to improve accounting procedures based on criteria, evidence, client processes, procedures, and audit plans and to minimize the organization’s audit risk; keep complete and accurate financial records for the County, including a variety of accounting and financial functions; review cash accounting, control systems, and procedures to ensure adequate controls and safeguards; organize and report bond activities; analyze and distribute accounts and assets to proper funds; examine, verify, and approve fiscal documents such as vouchers, warrants, requisitions, and invoices; conduct interviews; develop questionnaires; and compose summary memos, workpapers, procedure narratives, and written reports based on an independent assessment of audit evidence; record transactions in subsidiary and general ledgers; prepare trial balances, reconciliations, and work sheets; perform a variety of auditing, review, and agreed-upon procedures as assigned; conduct annual inventories of assets; perform audit procedures and review existing accounting procedures and internal control methods to ensure compliance with standard accounting principles and governmental codes, laws, rules, and regulations; develop, review, and implement accounting, auditing, and financial procedures and systems; make recommendations to improve accounting procedures based on criteria, evidence, client processes, procedures, and audit plans and to minimize the organization’s audit risk. In addition for Level III: Present audit results and other audit-related matters to the County’s audit committee; build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service; coordinate and manage multiple assignments and engagements; supervise and train Accountant-Auditor staff; assist accounting staff in other departments.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education: Equivalent to a bachelor’s degree from an accredited college or university with major study in accounting, public or business administration including 15 semester units in accounting.

Experience: Level II requires one (1) year of responsible accounting and/or audit experience performing duties similar to an Accountant-Auditor I. Level III requires three (3) years of responsible accounting and/or audit experience performing duties similar to an Accountant-Auditor II and one (1) year of supervisory experience.

Knowledge of: General accounting principles; financial and operational auditing principles and techniques including audit workpaper preparation, report writing, and presentation; principles and theories of internal control, including indicators of fraud and risk; application and operation of computerized accounting systems and spreadsheets, using common accounting and spreadsheet software.

Skills/Ability to: Read and understand complex laws, regulations, and fiscal and accounting manuals; identify and interpret technical and numerical information; prepare and maintain a full range of standard accounting records and reports; prepare written financial reports and statements accurately; maintain knowledge of methods and practices of audit workpaper preparation and audit report writing; analyze complex data and processes; identify discrepancies, errors, noncompliance, or inefficiencies; develop accurate and concise summaries and tables; and draw logical and appropriate conclusions; conduct comprehensive financial, operational, compliance, and performance audits to determine fraud and risk and to make recommendations for improvements; communicate effectively in writing and speech and conduct interviews; work with various County departments in a tactful and effective manner; establish and maintain positive working relationships with co-workers and other County employees; work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; prioritize and manage multiple projects and meet deadlines; operate computer equipment and programs, including email, accounting software, word processors, and spreadsheets. In addition for Level III: Effectively conduct interviews; effectively plan, direct, and supervise the work of others; Work in the capacity of a project lead over various accounting engagements.

DESIRABLE EMPLOYMENT STANDARDS

Knowledge of: Governmental accounting principles and practices; budgeting principles and practices; cost accounting. Level III: Governmental accounting principles and practices; budgeting principles and practices; and cost accounting; laws, ordinances and regulations affecting the financial operations of the County of Tulare.

Skills/Ability to : Ability to drive on County business. Level III: Perform a full range of accounting and general ledger assignments.

License or Certificate: Level III : Certified Public Accounting license issued by the California Board of Accountancy.

Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual :

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance : $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
