Starting Pay For This Position Is Within $27.90 - $44.65 Per Hour

JOB SUMMARY:
This is a highly complex specialized professional accounting position which audits technical work in payroll operations. Employees in this class are responsible for processing functions in payroll. Work involves knowledge and use of the Oracle Cloud Application. Responsibilities include reviewing and auditing of personnel action forms, earning and deduction changes and payroll time entries for compliance with established policies, deadlines, bargaining unit union contracts, civil service rules and applicable wage tables. Duties include preparation of complex journal entries, disbursement vouchers, wire transfers and creating statistical reports. Incumbent must have strong organizational, computational, analytical and computer skills. Duties in this class are normally in accord with established procedures; however, the incumbent must use some independent judgment. Work is performed independently and reviewed by supervisor. Incumbents communicate both orally and in writing with employees, City Departments and the public on payroll issues and inquiries.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
• Reviews all completed personnel action transactions for accuracy and compliance with established policies, bargaining unit contracts, civil service rules and applicable wage tables.
• Enters all personnel action changes such as; new hires, salary changes, incentive pays, assignment pays, promotions, position/division changes and terminations/retirements into the system.
• Prepares for supervisor review and approval schedules and proper backup for any retro pay and/or deduction calculations.
• Researches, collects and compiles data for administrative and annual reports.
• Reviews all payroll miscellaneous file maintenance changes such as; W-4’s, union dues, deferred compensation, wage garnishment orders, pension contributions, benefit changes (medical, dental, and life), direct deposits and address changes for accuracy and completeness of information. Enters such changes into systems for processing.
• Calculates pay out of accrual balances for employees separating from service for supervisor review and approval. Calculation of sick pay out requires determination and application of appropriate percentages based on length of service, pay plan/bargaining unit of the employee.
• Transmits completed payroll via internet to payroll vendor by established deadline.
• Prepares a request to the Pension Trustee Bank for wire of General Employee’s biweekly pension contributions. Prepares journal entries to record transactions.
• Prepares biweekly disbursement vouchers for payroll payments. Maintains year to date, fiscal to date, and life to date schedules of payments for each vendor.
• Sorts and groups vendor payments and reports for accuracy and quality of printing.
• Prepares various reports for distribution to City departments and vendors. Reviews notice of garnishments received from outside agencies against employee's wages. Once garnishments are determined to be valid, calculates biweekly amounts and enters into payroll system accordingly.
• Maintains, for audit purposes, all employee files within the payroll office. File all employee documentation received and processed in the payroll system. Bind and file all associated payroll reports on a biweekly basis.
• Prepares various statements for employment and wage verification requests received from outside agencies.
• Provides information, within appropriate confidentiality guidelines, in response to inquiries from employees, City Departments and the public.
• Runs biweekly payroll extract reports and transfers appropriate files to the payroll database.
• Annually prepares and coordinates all appropriate payroll reports and/or files for archiving through Records and Archives Division.
• Provides information in response to employees’ and public inquiries.
• Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
• Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
• Performs related work and/or special research projects as required.

The Requirements

EDUCATION/EXPERIENCE:
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Required:
Associate's Degree Accounting, Finance, Business or related appropriate discipline, plus four (4) years of progressively responsible experience in complex accounting work including governmental payroll, or an equivalent combination of training and experience.

Preferred:
Bachelor’s Degree Accounting, Finance, Business or related appropriate discipline, plus six (6) years of progressively responsible experience in complex accounting work including governmental payroll. Knowledge of Oracle Cloud and intermediate Microsoft Excel skills preferred.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS :
KNOWLEDGE, SKILLS, ABILITIES:
• Knowledge of modern office practices, terminology, methods, procedures and skill in operating modern office equipment (i.e. computer, fax machine, e-mail, scanner, etc.).
• Knowledge of Excel, WORD, Oracle Cloud, 12 digit calculator, etc.
• Knowledge of all City’s bargaining unit, pay plans, Human Resource policies and benefit policies applicable to payroll.
• Ability to analyze complex data in a high volume setting.
• Ability to understand and follow complex oral and written instructions.
• Ability to establish and maintain effective working relationships with employees at all levels in the City and with the public and outside agencies.
• Ability to work independently and exercise good judgment.
• Ability to communicate information tactfully and impartially, orally and in writing.
• Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public

The Examination

Repeated participation in any examination for which the same test is used is limited to once every 6 months. Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Accrued Sick Leave Payout
Upon the accumulation of 200 sick leave hours, all employees have the option of converting up to forty-eight (48) hours of sick leave to vacation leave.

Employees may participate in the City’s Sick Leave Pool Program upon the completion of one year of employment and with a minimum accumulation of ninety-six (96) hours of sick and/or vacation leave. This program entitles eligible employees to participate in extended sick leave benefits for cases involving non-work related catastrophic or long-term illnesses or injuries.

Reimbursement may not exceed $3,000 for any employee in any one fiscal year. Any coursework eligible for reimbursement must have a direct relationship to the job requirements of the employee’s position.
