Description
THE POSITIONThe Information Technology Department with the City of Ventura is looking for a Systems Analyst I/II to join the team!
The
Business Systems team seeks candidates with enterprise-wide software systems experience, as well as experience managing production enterprise application systems, programming skills (any computer language), Microsoft SQL Server skills, and the ability to enable the organization to collaborate and manage documents. Responsibilities include designing, and testing standards and solutions, defining application problems and evaluating procedures and processes.
This classification is flexibly staffed, and the position may be filled at either level depending on the qualifications of the incumbent and the staffing needs of the City.
WHAT YOU’LL DOReporting to the
Business Systems Supervisor, the Systems Analyst will provide support to the Business Systems team and business users, utilizing their experience with support and management of large enterprise applications (e.g., ERP implementation and ongoing support), Microsoft SQL Server, and programming language(s). This Systems Analyst will liaise directly with the department leadership and users, design and hold user group meetings and interact with various business users to observe and advise on system use, recommend business process improvements, and confirm that deployed solutions meet requirements and customer quality expectations.
WHO YOU ARESystems Analyst I/II candidates must be big-picture technology professionals who possess a clear understanding of how the components of business information systems work together. Analysts provide timely information to stakeholders so that accurate decisions can be reached. The ability to think critically about technical problems is essential in this role. The Systems Analyst function both independently and collaboratively as a team player, developing strong relationships, and building trust and respect. Going above and beyond merely identifying issues, this analyst constantly review, diagnose, and correct issues with existing systems. The Systems Analyst must be able to communicate complex technical information clearly in conversational terms with a non-technical audience in both oral an written formats.

POSITION QUALIFICATIONSWHAT DOES IT TAKE TO QUALIFY Systems Analyst I : A combination of training, education and experience equivalent to completion of high school and some college coursework in computer science, business administration, geography, or a related field and at least
one year of experience in software application analysis, programming and implementation of enterprise or departmental business systems. Positions assigned to support the Geographic Information System require one year of experience in application analysis and programming of geographic information systems, utilizing ARC/INFO and ArcView.
A Bachelor's degree in computer science, management information systems, mathematics, engineering or related field is highly desirable.
Systems Analyst II : In addition to the education and training described above, requires
three years of increasingly responsible experience in application analysis, system design, programming and implementation of enterprise or departmental business systems.
Prior public agency experience is preferred.
License: Possession of, or ability to obtain, a valid class C California driver license.

Probationary Period : Six months
Deferred Compensation: The City contributes $168 per year to a 457 plan and will match $1,650 per year contributed by the employee, for a total benefit of $1,818 per year.
Medical & Dental Insurance: Up to $665 monthly towards a selection of plans. Medical and dental insurance is effective the first of the second month after date of hire.
Optional Benefits: $495 monthly, which may be applied toward medical insurance premiums. Cash-out option is not available.
Vision Insurance: City paid coverage provided for employees and dependents. Vision insurance is effective the first of the second month after date of hire.
Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.
Disability Insurance: City paid short and long-term disability coverage.
Retirement: Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.
Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.
Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members. Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10. Additional details regarding the City's retirement plan will be provided to candidates during the job offer process.
Social Security: CalPERS members do not participate in Social Security retirement so there is no payroll deduction. Receiving a CalPERS benefit may affect your Social Security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945 .
Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.
Vacation: 2.5 weeks, increasing to 4 weeks per year, after 10 years service. Employees may use vacation after successful completion of probation.
Personal Leave: 27 hours per calendar year.
Holidays: 12 paid holidays per year.
Winter Holiday Break:18 hours of Winter Holiday time. City Hall closure December 25th to January 1st.
Sick Leave: 96-hour bank upon employment and additional accruals of 2 hours semi-monthly after 6 months of employment.
Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation.
Student Loan Forgiveness: The City currently qualifies as an eligible employer for the federal Public Service Loan Forgiveness program.
Direct Deposit: Paychecks are automatically deposited to employee accounts.
Flexible Workweek: A 9/80 workweek is available for some positions.
Wellness Program: A comprehensive program is available, including on-site gym, exercise classes, downtown/beach-walking routes, weight loss, and tips on nutrition and healthy lifestyle.
