Effective June 27, 2025 - 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
OPEN TO THE PUBLICThis position is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met.

This recruitment will establish an open eligible list. This list will be used to fill current and future Emergency Medical Services Coordinator vacancies within the Health Care Agency. This eligible list may also be used to fill positions in similar and/or lower classifications.

EMERGENCY MEDICAL SERVICES Emergency Medical Services (EMS) mission is to plan, coordinate and oversee the highest quality prehospital and emergency medical care in response to individual needs and community crisis. Mutual cooperation, patient advocacy, advanced medical technology, electronic documentation and evidence-based data are the EMS program major strengths.
THE OPPORTUNITY HCA is seeking a dynamic and innovative person to fill an EMS Coordinator role in the Personnel section. This position is responsible for administering the regulatory aspects of Emergency Medical Services (EMS) as they relate to personnel standards, regulations, investigations, and local medical needs and edicts of the EMS Medical Director. Duties, include, but are not limited to conducting independent civil and administrative investigations to detect or verify suspected violations or provisions of Federal, State and/or local laws, rules or regulations.
Responsibilities of the EMS Coordinator will include but are not limited to:
- Facilitate and monitor EMS Personnel licensing, certification, and accreditation.
- Support processes within the Orange County Medical Emergency Data System (OC-MEDS).
- Participate in planning, organizing, and monitoring of county-wide disaster exercises and actual events.
- Coordinate and facilitate projects and processes with EMS Specialists who are responsible for EMS Personnel licensing, certification, accreditation, and investigations.
- Coordinate and continually assess EMS disciplinary procedures.
- Monitor EMS personnel adherence to Federal, State, and Local standards.
- Interpret, and apply laws, and regulations to specific situations and investigations
- Gather and analyze facts and evidence, reason logically, draw valid and concise conclusions, and make appropriate recommendations.
- Prepare written documents and accurate detailed investigation reports clearly and concisely.
- Establish and maintain cooperative working relationships with Federal, State, local law enforcement agencies, and others.
- Assist in the development of EMS pre-hospital policies and procedures.
- Be flexible and open to new ideas and processes.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will possess a valid Emergency Medical Technician Certification issued by a certifying entity authorized by the California Emergency Medical Services Authority (EMSA).
Additionally, the ideal candidate will possess extensive knowledge, skills and abilities that demonstrate the following competencies:
Professional & Technical Expertise- Investigating problems, complaints, and inquiries related to EMS Personnel
- Obtaining and verifying evidence to support administrative action
- Preparing and serving notices of investigations and other official documents
- Locating, and interviewing witnesses and persons suspected of violation
- Experience with coordination methods and procedures, business correspondence, report preparation, statistical analysis, and evaluations
- Analyzing and interpreting federal, state, and local regulations, policies, and procedures regarding the administration of EMS Personnel licensing, certification, accreditation, and investigation
- Serving as an OCEMS representative for administrative law process for licensure action appeals
- Conducting quality assurance and improvement studies
- Providing support to the EMS Specialists responsible for EMS personnel certification, accreditation, and licensing standards
- Proficient with Microsoft Word, Excel, Outlook, PowerPoint, and Adobe Acrobat

- Analyzing, developing, and revising EMS related policies and procedures.
- Applying critical thinking and collaborative approaches to improve EMS program services related to EMS personnel
- Exercising initiative, resourcefulness, and independent judgement when interpreting EMS policies, goals, objectives and when addressing sensitive, legal, and otherwise complex EMS system issues
- Applying appropriate independent initiative, discretion, judgement, and organizational skills to a variety of projects, assignments, and situations

- Ability to effectively perform investigation interviews and use investigative tactics to achieve an appropriate outcome

- Facilitating meetings to achieve consensus and foster cooperation
- Representing EMS Personnel at Emergency Medical Care Committee (EMCC); Base Hospital Coordinators (BHC); Fire Chiefs EMS; and State sponsored committees
- Presenting written and verbal correspondence, reports, and materials in a clear manner, with correct and comprehensible terms ranging from general notes to concepts
- Cooperating with and securing the assistance of Federal State and local law enforcement agencies
