This is an advanced administrative and managerial position for the Missouri Division of Youth Services located in St. Louis, Missouri. This position leads, plans, coordinates, analyzes, and oversees all aspects of DYS services in the St. Louis region, including residential and non-residential programs, case management, and aftercare.
The following tasks are the responsibility of the Program Manager:
- This position is responsible for the regional oversight of five residential and two day-treatment facilities. Oversee treatment, education, case management, family therapy, and medical services for youth; and overall management of support and administrative functions such as training, leadership development, fiscal, personnel, and facilities management. This entails serving as a liaison with internal and external entities to ensure community involvement and that youth who are placed in community-based settings are provided supervision, services, and supports that meet their treatment needs.
- Assess and monitor existing program practices and provide feedback and direction for related to program planning, staff development, and program innovation as part of an ongoing program improvement and results-based planning process. Propose and implement changes to better meet the needs of youth and families, and enhance the outcomes achieved by DYS initiatives and programs.
- Ensure programs maintain basic services, safety, and security. Monitor for quality of services and efficient use of funding, including building, vehicle, and equipment upkeep and maintenance, professionally administered medical care, and high-quality food service which meet the needs of youth.
- Review and make recommendations on state and program task requests pertaining to assigned programs and ongoing organizational development. Function in an advisory and support capacity for a wide variety of one-time and ongoing projects. These might include but are not limited to service on inter-departmental evaluation committees and conducting or coordinating projects and initiatives. This requires the ability to make projections and communicate data in a meaningful way.
- Maintain relationships with juvenile courts within the St. Louis Region; work within the courts in regard to the diversionary funds that are allocated to ensure that those funds are meeting the needs of the court, youth and families in a fiscally responsible manner.
Knowledge, skills & abilitiesKnowledge of principles and practices of effective administration. Knowledge of fiscal management practices. Knowledge of administrative rules and regulations governing applicable state programs. Skill in budget and policy development. Prior supervisory and coaching experience. Ability to manage change and staff resources. Ability to travel frequently.
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in the following: Criminal Justice, Education, Psychology, Sociology, Social Work, Family and Child Development, Human Services, Counseling, Public or Business or Health Care Administration, Nursing, Physical Rehabilitation, Occupational Therapy, Dietetics, Nutrition or a closely related field;
And Four or more years of professional experience in protective services for children; self-sufficiency/income maintenance; child support; in-home services; programs for blind or visually impaired persons; Medicaid or other health insurance programs; nursing; health care or health delivery system; pharmacy or pharmacology; treatment and education of adjudicated juveniles; juvenile delinquency prevention programs; or resource, financial or legal investigations.
OR Bachelor’s degree, 5-7 years of relevant experience, and 2-4 years of supervisory experience. (Substitutions may be allowed.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education. Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned credit hours for one year.)
