Why join the Contra Costa Health Finance Division? This position will specialize in the management of Contracts and Procurement related to the operational activities of the Health Services Department and ensure that contracts and contracting processes meet all regulatory standards and requirements. Additionally, this position will ensure that the principles, practices, and policies of purchasing for a large public Health Care agency align and adhere to all County procurement requirements.
This position will report to the Chief Fiscal Officer in Health Services.

- Able to balance empathy. You will need to demonstrate your understanding of the human side of human resources, keeping in mind the department and the County’s interests as well as resolving employee conflict and showing compassion to staff and all CCH employees.
- Able to adapt to constant change. You will need to be flexible and able to shift priorities quickly as needs change.

You will need to actively engage and align with the directives of the County Human Resources Department, as they oversee the administration of human resources processes and procedures across the county. This positive collaboration will ensure the effective and seamless integration of county-wide HR initiatives and practices.
- Innovative and solutions-focused. You will need to take a fresh look at current internal practices, encourage innovation and identify opportunities to modernize and streamline operations. You will need to be a champion for change in establishing an environment of continuous improvement within the unit.
Benefits The County offers a competitive benefits program that includes the following:
- Retirement - The County pays the employer contribution to CCCERA, a 1937 Act defined benefit retirement plan, which has reciprocity with other 1937 Act County retirement systems, CalPERS, and systems with CalPERS reciprocity. Employee contributions are based on a percentage of pensionable compensation. The County also participates in Social Security and Medicare.
- Health Insurance - A variety of subsidized medical, dental, and vision plans are offered.

- Vacation Leave - Initial monthly accrual rate is 10 hours, up to maximum accumulation of 240 hours.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge skills, and abilities would be:
Education: Possession of a Bachelor’s degree or higher in Health Administration, Public Administration, Health Education, Business Administration, Communications, Nursing, Environmental Health, biological or physical science from an accredited college or university.
Experience: Six (6) years of full-time, or its equivalent, experience in a healthcare or hospital setting performing duties either as a clinician, administrator or public information officer. Three (3) of those years must have included supervisory experience.
Desirable Qualifications: Experience managing procurements and contracts.

This position is exempt from the merit system and will not follow regular County recruitment and selection procedures. Only the most qualified candidates will be invited to interview. CONVICTION HISTORYAfter you receive a conditional job offer, you will be fingerprinted and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with Contra Costa County. If you accept a conditional job offer, the Human Resources department will contact you to schedule a fingerprinting appointment.
DISASTER SERVICE WORKERAll Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
