CAREER DESCRIPTION CIVIL ENGINEERING ASSOCIATEIn addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective June 27, 2025 - 4.00% increase
SALARY INFORMATION Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization
OPEN TO THE PUBLIC This recruitment is open to the public and is being held to establish an eligible list to fill current and future Civil Engineering Associate vacancies within OC Waste and Recycling and/or other County of Orange agencies. This recruitment may also be used to fill positions in similar and/or lower classifications.

This recruitment will establish an open eligible list and will be used to fill immediate and future Civil Engineering Associate positions.

OC WASTE & RECYCLING OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills. The Department is committed to its exceptional record of regulatory compliance and excellence. OCWR partners with the Orange County-based Discovery Cube to sponsor the Eco-Challenge educational exhibit that teaches thousands of students each year to reduce, recycle, and reuse in their daily life.
THE OPPORTUNITY There are three (3) immediate Civil Engineering Associate vacancies with OCWR: one (1) with Renewable Energy, Technology, and Engineering Planning (RETEP), one (1) with Regulatory Support (RS), and one (1) with Landfill Regulatory Services (LFRS).
Civil Engineering Associate - RETEPThis position is primarily responsible for providing technical support to all regions regarding renewable energy program development. Other job duties include, but are not limited to:
- Assist in the research, development, and implementation of new and/or existing conversion technology and renewable energy products
- Create and present data report regarding renewable energy generation and revenue
- Administer third-party contracts and landfill operating permits
- Provide technical support and problem-solving to internal stakeholders and external consultants regarding landfill gas collections systems
- Other duties as assigned
Civil Engineering Associate - RSThis position is primarily responsible for providing technical support to the department to meet the regulatory requirements for OCWR operations. Other job duties include, but are not limited to:
- Providing technical support on regulatory aspects of air quality, groundwater quality, and public health associated with solid waste disposal sites owned or operated by the County of Orange
- Providing engineering support to landfill staff on preparing and reviewing technical documents, plans, and specifications
- Preparing regulatory reports that monitor closed and active solid waste disposal sites while providing quality assurance of data submitted by contract laboratories, consultants, and engineering field staff
- Assisting in the preparation of permit support documents, administering contracts, and managing consultants to provide technical support and meet project deadlines
- Interacting with stakeholders as well as state and local agencies as needed to protect the interests of OCWR
- Other duties as assigned
Civil Engineering Associate - LFRSThis position is primarily responsible for providing technical support to OCWR regional facilities to meet the regulatory requirements for OCWR operations. Other job duties include, but are not limited to:
- Performing facility compliance inspections
- Collecting and reporting regulatory data
- Defining processes and procedures for improved compliance
- Supporting and maintaining organizational ISO14001 certifications
- Investigating and reporting environmental incidents
- Other duties as assigned
MINIMUM QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will have some experience in principles and practices of civil engineering, environmental applications, renewable energy technologies, or sampling methods. Sampling methods may include, but are not limited to, groundwater and surface water monitoring and systems, landfill gas monitoring and systems, and solid waste operations. The ideal candidate will also have experience in interpreting and analyzing field data while demonstrating a thorough understanding of environmental laws and regulations, specifically as it pertains to the management and disposal of solid waste.
Technical Expertise- Knowledge and experience in:
- Principles and practices of civil or environmental engineering
- Preparing accurate engineering computations, estimates and notes, and performing moderate to complex mathematical calculations
- Reviewing and reporting on landfill gas collection data
- Reading and preparing construction plans
- Reading topographic maps and generating grading plans
- Strong experience in Computer-Aided Design and Drafting (CADD), primarily in the latest version of Auto CAD Civil 3D; and Bluebeam
- Computer literate with demonstrated knowledge of MS-Office applications and Geographic Information Systems (GIS) programs
- Experience in managing regulatory requirements for waste management and resource recovery operations
- Awareness of environmental management systems
- Experience in MS Projects

- Ability to clearly and concisely convey technical and/or complex information to a diverse workgroup
- Ability to draft and interpret technical reports and memos
- Demonstrate a high degree of motivation and willingness to learn
- Maintain a professional perspective and objective demeanor when varied situations occur
- Review and handle complex projects involving several functional groups
- Recognize and embrace the value of safety both in the field and in the office
- Team player who can maintain effective working relationships with fellow County employees, as well as consultants and contractors of the Department
EDUCATION AND EXPERIENCE A Bachelor’s degree in Civil Engineering or a related engineering field from an accredited college.
-OR-Possession of a valid certificate as an Engineer-in-Training (EIT) designation by the National Council of Examiners for Engineering and Surveying (NCEES) issued by the respective state licensing board for professional engineers.
-AND-One (1) year of civil engineering experience post college graduation or post receipt of an EIT certificate, which demonstrate possession of the knowledge, skills, and abilities listed above. A Master's Degree in Civil Engineering may be substituted for the required experience.
LICENSE REQUIRED Possession of a valid California Driver License Class C will be required by the date of appointment.

PHYSICAL REQUIREMENTS Remain in sitting positions for extended periods; repetitive use of hands to operate computer keyboard, printer, and copier. Occasional walking, standing, pushing, pulling, bending, squatting, and kneeling. Twisting and continuous upward and downward movement of the neck; bending and twisting at the waist, reaching above and below shoulder level, and lifting and carrying of files weighing up to 20 pounds. An incumbent must be able to meet the requirements of the classification and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed.
ENVIROMENTAL AND WORKING CONDITIONS Work is performed in an office environment in close proximity to co-workers and involves sedentary to moderate activities. Requires frequent decision making, concentration, and occasional public contact. Work and/or walk on various types of surfaces including slippery, uneven or unpaved surfaces and rough terrain. Occasional exposure to weather conditions, adverse dust and odor conditions. May include exposure to loud noises, heavy equipment and solid waste.

Structured Oral Interview I SOI (Weighted 100%)
Candidates will be interviewed and rated by job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Eligible List:Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
