Port Human Resource Analyst. The current assignment is in the area of Employment and Classification. Under general supervision, the Port Human Resource Analyst performs a variety of professional duties in the administration of recruitment and examination, classification and compensation, personnel reorganization projects, employee and labor relations, employee benefits/payroll programs and other special projects related to general personnel systems.
Examples of DutiesTYPICAL TASKS/DUTIES Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.
Employment and Classification:
- Conducts job analyses to classify positions and determine critical elements for examination purposes.
- Interviews employees, supervisors, managers, directors, and other subject matter experts to solicit information pertaining to job functions and/or development of test items; conducts multiple exam processes simultaneously.
- Assigns and directs the work of clerical and technical staff for examination-related assignments; may train support staff.
- Develops, coordinates and administers the examination process, including conducting job analyses, designing and developing job related selection procedures, evaluating employment applications, developing examination schedules and administering and evaluating oral, written, physical ability and performance tests, and other assessment instruments.
- Conducts statistical analyses of examination results, including item analysis, analysis of adverse impact and item correlations to ensure that examinations conform to professional and legal standards, sets pass points, and prepares examination packets for establishment of Civil Service eligible lists.
- Plans and conducts classification studies and desk audits; prepares and revises class specifications, and recommends the allocation of positions to new or existing classifications.
- Conducts salary/benefit surveys and internal salary relationship studies, analyzes data; recommends salary rates for new classifications.
- Prepares responses to concerns and complaints related to Human Resources-related processes.
- Maintains accurate records and files of a confidential nature.
- Participates in City Port joint examination development and personnel studies.
- Interprets and explains personnel rules, regulations and procedures.
- Assists in the development of policies and procedures for personnel programs.
- Participates in special projects as assigned.
Minimum QualificationsEDUCATION AND EXPERIENCEThis classification requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination would include a bachelor's degree from an accredited college or university in human resources management, business administration, public administration, industrial relations or related field
PLUS two years progressively responsible experience at the level of a Port Assistant Human Resource Analyst. An equivalent combination of education and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of:
- The principles, practices, and techniques of public personnel administration, including recruitment, selection, job analysis, classification and compensation plan administration.
- Applicable federal and state employment laws, regulations and court decisions concerning personnel-related policies and practices.
- Affirmative action techniques to apply them to a public personnel management system.
- Methods of conflict resolution.
- Statistical measurements and applications used in personnel.
- Legal and professional standards and procedures for the development, administration and validation of assessment instruments.
- Port/City Personnel policies and procedures.
- Basic knowledge of local, state, and federal laws and regulations applicable to personnel.
Ability to:
- Apply statistical measurements used in personnel.
- Conduct interviews, investigations and solicit pertinent facts.
- Work under tight deadlines and coordinate several concurrent assignments.
- Communicate effectively in oral and written format to prepare clear, concise and competent reports, correspondence and other materials in a timely manner.
- Prepare and present clear oral presentations.
- Utilize a personal computer as well as spreadsheet, database, word processing and other appropriate human resource-related software.
- Analyze complex technical problems, evaluate alternatives and make sound, independent judgments.
- Establish and maintain effective work relationships with those contacted in the performance of required duties.
- Handle stressful or sensitive situations with tact and diplomacy.
THE SELECTION PROCESS Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without the completed supplemental questionnaire will be deemed incomplete and not given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage.
Only the most suitably qualified candidates will be invited to Stage II. Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test your overall aptitude for the position.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration . The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

- The Port is part of the California Public Employees Retirement System (CalPERS). CalPERS is a defined pension provided to regular full-time employees that work for the Port. The CalPERS defined pension is based on predetermined formula that factors in an employee's earnings history, tenure of service and age. The retirement formula for new hires is 2% at 62 years of age or 2.5% at 55 for with other CalPERS service and/or reciprocity.
