Position Description Final Filing Date: Friday, December 6, 2024 Exam#: 24/41A22/11JA The Public Works, Facilities & Parks Department (PWFP) brings together a range of functions to ensure safe building construction, plan for the future needs of the County, manage infrastructure and county facilities, and protect natural resources. The Department is responsible for public works, county roads and bridges, county parks, and county facilities.
The Public Works, Facilities & Parks (PWFP) Department is in immediate need for a Senior Civil Engineer. This classification is a management level classification in the Public Works Department engineering series, managing an engineering division such as Design, Construction, Transportation and Development, through subordinate supervisors, and directly managing the largest scale and most difficult engineering work. This classification requires registration as a civil engineer.
The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis County-wide.
Examples of Duties- Plans, organizes and manages an engineering division of the Department to accomplish the design, construction, maintenance and modification of public works projects, services and facilities
- As the Department’s highest level expert in a broad area, may manage the largest scale, most complex, and/or innovative engineering work; analyzes or reviews complex engineering problems, evaluates alternatives, and recommends and implements effective courses of action
- Prepares and administers the division budget; monitors and approves expenditures; prepares, submits, coordinates and administers (or oversees same) grant applications for external funding of major projects
- Prepares or reviews complex engineering studies, reports and documents; reviews and ensures proper completion of reports, records and other documentation
- Attends and conducts staff, committee and related meetings and sessions
- Reviews activities and projects in the field to ensure agreement on specifications, progress, quality, etc.
- Conducts and guides subordinate supervisors in performance appraisals, employee counseling and documentation, discipline, and determination of merit increases; selects candidates for employment; provides for employee training and development
- Performs long term planning, and works with other sections, divisions and departments to coordinate assigned activities with other functions
- Represents the Department to the public, the media, other agencies, developers, contractors, and consultants
- Develops, implements and ensures adherence to standards, guidelines, policies and procedures for the execution of public works engineering and construction or transportation and development activities

THE SUCCESSFUL CANDIDATEWill have a proven track record demonstrating the following knowledge, skills, and abilities:
Thorough Knowledge of:- Principles and methods of management including work planning, organization, and delegation; employee counseling, performance appraisal, documentation, and discipline; and employee selection and development
- Principles and practices of civil engineering including design, surveying, hydraulics, strength and properties of materials, physics, stress analysis, mechanics and structural analysis, transportation, traffic, and development services
- Principles, methods, equipment and materials used in the design, construction, modification and maintenance of roads, bridges, drainage, traffic controls, and other public works facilities
- Environmental review and construction permit principles, procedures, and documents
- Functions and authorities of legislative and regulatory agencies; applicable laws, codes, regulations and requirements
- Right-of-way, permits. encroachment and other property issues
- Administrative principles and methods including budget development and maintenance, contract development and management, and revenue, bond and grant funding.
Skill and Ability to:- Plan, organize and manage the work of a section of professional and technical support staff, directly and through subordinate supervisors
- Perform or manage the most complex, large scale civil engineering design, planning, specification, feasibility analysis, calculations and studies
- Analyze the most complex civil engineering problems, evaluate alternatives, and recommend and implement effective courses of action
- Develop and maintain effective working relationships with other departments, other agencies, legislators, regulatory authorities, contractors and consultants, the public and others encountered in the course of work
- Prepare effective reports correspondence and other written materials
- Make effective oral presentations representing the department
- Prepare and manage a division budget; obtain or provide for bond, grant and revenue funding sources.
Examples of Experience/Education/TrainingAny combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:
Education:
Equivalent to completion of a Bachelor’s degree in civil engineering at an accredited college or university
AND Experience:
Four years of professional and supervisory public works engineering experience with at least two years at a level equivalent to Civil Engineer at Monterey County.
Additional InformationCONDITIONS OF EMPLOYMENTThe required conditions of employment include, but are not limited to the following:
- Pursuant to Section 6730 of the California Business and Professions Code, must possess a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers
- Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority
- Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency
