PUBLIC HEALTH DIVISION The
Health and Human Services Agency’s Public Health Division promotes and protects the health and well-being of the citizens, communities in El Dorado County. The department monitors and controls communicable diseases, provide community services and outreach on topics such as immunizations, tobacco use prevention, oral health, WIC, and many more!
EL DORADO SMILES ORAL HEALTH PROGRAM The
El Dorado County Oral Health Program (El Dorado Smiles) works with community health, youth and services organizations, private dentists, schools and local community groups to improve the oral health of residents through five program activity areas:
- Oral Health Education
- Dental Disease Prevention
- Access to Dental Care
- Local Oral Health Data Collection
- Outreach and Case Management Services
El Dorado Smiles works by building partnerships, training community organizations in oral health, holding classes and supporting programs such as the El Dorado Smiles school-based dental van and portable clinics. The program aims to reduce cavities in El Dorado County through its local coordinated efforts. The program began in 2018 and is funded by Proposition 56, a state tax on tobacco products.
THE OPPORTUNITY This exciting opportunity focuses on the development and implementation of comprehensive County Public Health programs. In this role, you will serve as liaison between Public Health programs, service providers, consumers and other agencies and conduct outreach to participants to promote community involvement in Public Health program and facilitate educational training programs.
The selected candidate will have the opportunity to: - Serve as the primary point of contact for numerous public health services.
- Organize, promote and conduct public meetings involving service providers and community agencies.
- Assist in development of program policies and procedures; provide information to participants, consumers, community groups, service providers and other agencies regarding program procedures.
- Schedule, coordinate and facilitate educational training programs.
- Prepare program plans and evaluations; conduct in-service training and workshops pertaining to assigned Public Health programs.

THE IDEAL CANDIDATE The ideal candidate would be knowledgeable and passionate about community health and addressing community level health education needs that focus on social determinants of health. The candidate would be responsible for effectively implementing public health promotion, education and prevention programs and work directly with community partners to achieve program goals and objectives.
Human Resources will assess your application to determine if you are minimally qualified using the following recommendations: Equivalent to two (2) years of college level coursework in sociology, psychology, social services, public administration or a related field
-AND-
Two (2) years of paid or unpaid experience conducting community education or outreach activities, or four (4) years of increasingly responsible experience providing technical and administrative support to a specific public health program.
The ability to speak and read Spanish in addition to English would be an asset and preferred in this position, but is not required. Spanish bilingual candidates may be eligible to receive differential pay of $1.00 per hour for all hours in pay status. In order to be eligible to receive such differential, an employee must demonstrate language proficiency acceptable to the Department Head as certified in writing to the Director of Human Resources. The Human Resources Department shall use a verbal and/or written testing process, depending upon the level of bilingual skill required of the employee, to validate the employee's skills. The differential is defined by the Memorandum of Understanding between the County of El Dorado and the Bargaining Unit representing this job classification. ADDITIONAL INFORMATION The County of El Dorado is recruiting applicants for Health Program Specialist. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
