PUBLIC HEALTH
The Division of
Public Health is comprised of an inter-professional team that promotes and demonstrates best practices of population level wellness through a highly diverse and talented workforce. Focusing on population level prevention our team engages in health policy development, community-level assessment, community health improvement planning, partner collaboration building, public health education, and proactive wellness intervention. With a County overall health ranking of 11th in California the Division of Public Health has a broad catalog of comprehensive prevention programs including Maternal Child Adolescent Health family-oriented nursing services, Special Supplemental Nutrition Program for Women, Infants, and Children, California Children’s Services, preventive clinical services focusing on contagious diseases, Snap Ed, Oral Health, Tobacco Use Prevention services, and Emergency Preparedness.
THE OPPORTUNITY Under general supervision, plans, designs, and implements epidemiological research projects; collects and analyzes a variety of bio-statistical and epidemiological health data; analyzes risk factors which can be altered in the population to prevent or delay disease, injury, or death; engages in field epidemiology investigations; assists in determining and monitoring the health status of the County, and evaluates effectiveness of health programs and services.
The selected candidate will have the opportunity to: - Formulate policy, procedure, and plan for epidemiological control and assessment issues faced by the Health and Human Services Agency.
- Serve as the Agency technical expert on communicable, chronic, and environmental disease hazards; provide consultation to independent and departmental investigators on epidemiologic research methodology, design, and results; lead an evaluation team of staff from various departmental programs to respond to public and agency requests for epidemiologic research and analysis.
- Compile, create, and maintain a Countywide database of public health-related statistics; consolidate information regarding communicable disease, vital statistics, chronic disease, injury, etc.
- Monitor and analyze county, state, and national health-related data to identify important trends and areas for further focused study.
- Develop, design, and assess survey and data collection techniques to meet the needs of assigned projects and the community.
- Make recommendations to departmental management regarding impact of studies on current programs and evaluate impact of current programs on community health indicators.
- Implement, coordinate, conduct, and assess data gathering and processing systems.
- Prepare and maintain statistical records and reports through the use of computers and applicable software applications (including spreadsheets, databases, and statistical software packages).
- Evaluate performance and cost effectiveness of public health programs and participate in formulating recommendations for improvements.
- Develop, publish, and deliver reports and presentations on bio-statistics, epidemiologic survey results, or other scientific topics to County staff, elected officials, health care providers, other professional community members, and the general public.
- Confer with representatives of other governmental agencies, community groups, boards and commissions, vendors, the public, and others as needed.
- Conduct and participate in field epidemiology investigations, interviewing index cases, contacts, and others as needed during investigations and case studies.
- Provide internal and external consulting services to the department and community agencies on bio-statistics, data collection and analysis, evaluation, and survey design.
- Act as the County's Deputy Registrar of Vital Statistics; oversee the County's vital records registration process, including the collection, compilation and maintenance of vital statistics records, and the collection of vital statistics fees.
- Provide recommendations for exclusions and closures during major outbreaks; act as a liaison between healthcare facilities, public health, and patients.
- Assist in grant proposal preparation processes, including conducting special studies and reports as needed; review grant applications for scientific integrity and accuracy.
- Train staff and community partners in the use of the databases and surveillance systems.
- Develop evaluation plans for future projects, including sample size calculations.
- Analyze, evaluate, and report on data collected using Geographic Information Services (GIS) and other systems.
- Assist in preparedness planning to address bioterrorism or other public health threats and emergencies.

IDEAL CANDIDATE The ideal candidate will have substantial experience in a Public Health Department, with a strong focus on data analysis, surveillance, assessments, and investigations. They will specialize in managing large, complex datasets, particularly those related to infectious diseases. The candidate should have a proven track record in establishing and maintaining reliable, efficient, and effective automated data pipelines and reporting solutions, including reports, dashboards, and Application Programming Interfaces (APIs). Familiarity with CalREDIE, CalCONNECT, or similar surveillance systems is highly preferred, along with experience in electronic case reporting data. Additionally, the ideal candidate will have experience in developing and implementing needs assessments. They should thrive in a fast-paced environment and possess the ability to manage multiple strategic initiatives, including performance management, monitoring, and quality improvement.
Education & Experience Requirements (typing "See Resume" in application will not be accepted)Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.
Epidemiologist I:
EITHER: Equivalent to a Master's degree from an accredited college or university with major coursework in public health, bio-statistics, epidemiology, or a closely related field,
OR
Equivalent to a Bachelor's or other non-epidemiology professional degree or certifications (e.g., RN, MD/DO, DDS/DMD, DVM, PhD, RS) without formal academic epidemiology training
-AND-Two (2) years of experience performing epidemiology work under the guidance of a Tier 2 or Tier 3 epidemiologist.
Epidemiologist II:
EITHER:Equivalent to a master's degree from an accredited college or university with major coursework in public health, bio-statistics, epidemiology, or a closely related field.
-AND- Two (2) years of work experience in epidemiology in a public health agency
OR
A doctoral-level degree in epidemiology
OR
Other non-epidemiology graduate degree or certification (e.g., RN, MD/DO, DDS/DMD, DVM, PhD, RS) with specific epidemiology training (e.g., MPH degree, CDC Epidemic Intelligence Service or CSTE Applied Epidemiology Fellowship)
OR
Four years of experience performing epidemiologic work under the guidance of a Tier 3 Epidemiologist.
Other Requirements
Must possess and maintain a valid driver's license. Must be available for call out and response to emergencies during off-duty hours when needed.

This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.

DEPARTMENT OVERVIEW The El Dorado County Public Health Division aims to promote, protect, and assure conditions for optimal health for our community through disease prevention and management programs, education on healthy living, emergency preparedness, and program implementation. By providing these services and resources, we can protect the health of you, your family, and our community. We have three overarching sections in our division including Clinical Affairs, Community Health and Health Promotion. Clinical Affairs focuses on communicable disease prevention and outbreak response, immunizations and clinic operations, vital statistics and the California Children Services Program. The Community Health section focuses on Maternal, Child and Adolescent Health, Home Visiting services, Public Health Emergency Preparedness, and Lead Poisoning Prevention.
