Program Support Specialist - Special Education Finance
Description
Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.
Why you’ll love this position: The Special Education Finance Section is responsible for calculating and distributing IDEA Special Education Part B (611 & 619), Early Childhood Special Education, High Need Fund, Public Placement Fund, Readers for the Blind Program, and various other grant payments to local school districts and charters schools throughout Missouri. The Section provides technical assistance to local school district and charter school officials on topics pertaining to federal finance regulations such as the calculation of IDEA Maintenance of Effort (MOE) and determining Proportionate Share obligations. Special Education Finance also conducts onsite, desk monitoring, and desk audit reviews on an annual basis.
- Provide technical assistance to public schools related to Special Education Finance, including assisting them with the Web applications, interpreting rules and instructions for the submission and updating of financial data.
- Process and approve financial applications, amendments, financial reports and payments for all entitlement grants with accuracy and timeliness.
- Apply a working knowledge of applicable laws and regulations related to Special Education Finance to ensure public school compliance and accountability.
- Resolve budget, payment, and expenditure report issues with public schools.
- Resolve Proportionate Share (PS), Coordinated Early Intervening Services (CEIS), and Maintenance of Effort (MOE) issues.
- Monitor the submission of public school financial data to ensure due dates are met and follow communication procedures.
- Participate in development and testing of financial reporting systems within Web applications.
- Apply a working knowledge of applicable laws and regulations related to Special Education Finance to ensure compliance and accountability.
- Assist in targeted technical assistance to public schools identified through fiscal monitoring as requiring additional support in order to comply with applicable laws and regulations related to Special Education Finance.
- Enter and retrieve data from databases and/or mainframe applications in order to facilitate analyses and/or track information.
- Create, maintain, and analyze financial databases/spreadsheets for decision making.
- Interpret, explain and apply policies related to specific activities conducted by the section.
- Prioritize, organize and coordinate work activities to achieve established program goals and to complete assignments with minimal supervision.
- Analyze data and make decisions based upon that analysis.
- Performs other related work as assigned.
- Demonstrate regular, reliable, and engaged attendance.
Minimum Qualifications: - One or more years of successful relevant work experience in finance, education, special education, administrative duties or closely related employment.
