Continued employment is contingent upon ongoing grant funding. The City of Sunnyvale is seeking to fill the position of Employment Training Program Coordinator with the NOVA Workforce Services Department. Hosted by the City of Sunnyvale, NOVA provides grant-funded workforce development services to job seekers and businesses in northern Santa Clara County and San Mateo County.
The Employment Training Program Coordinator is a supervisory role that oversees the day-to-day operations of the Young Adult Program, which serves participants ages 17-24. This position will provide direct supervision to career advisors, including conducting regular case management meetings, overseeing grant enrollments, approving the distribution of supportive services, managing training and work experience funding, and ensuring data accuracy within the case management system.
The ideal candidate will possess comprehensive knowledge of staff supervision, case management practices, and experience supporting young adults. A strong understanding of youth workforce development and the local labor market is essential. Under general direction, performs professional duties associated with the development and administration of programs in support of Department of Workforce Services (NOVA) activities including career advising, case management, eligibility, and outreach, fiscal, and document control; and performs related work as required.
DISTINGUISHING CHARACTERISTICS The position of Employment Training Program Coordinator is a fully qualified journey-level professional classification. This classification differs from the higher-level management classifications in that the Manager has overall responsibility for the administration of an assigned division.
Essential Job Functions(May include, but are not limited to, the following):
- Supervises and coordinates various administrative functions and employment and training programs and activities for the department, ensuring the needs of clients and the business community are met.
- Supervises, oversees and evaluates the activities of assigned programs and/or projects which includes coordinating staff activities and providing appropriate training and monitoring to ensure the success of program activities.
- Oversees the creation, development and implementation of programs and/or projects.
- Directs, evaluates and performs audits of the work of subordinate personnel.
- Receives and responds to inquiries, requests and complaints from the public and formulates appropriate responses and actions.
- Coordinates activities for targeted populations, including linkages with subagents, educational institutions and community services.
- Markets and promotes department programs to employers, clients and community agencies.
- Assists in the development, maintenance and modification of program unit policies and procedures in accordance with Federal, State and local regulations.
- Compiles and analyzes various financial/budgetary, technical and administrative documents.
- Reviews, revises and updates website content.
- Monitors case management activities, assisting with the more difficult or sensitive client interactions.
- Ensures program activities are in compliance with department policies and procedures.
- Prepares marketing and outreach materials; makes presentations regarding program elements.
- Collects, compiles, analyzes and reports on data relating to organization, policies, procedures, budget, services and systems.
- Develops and maintains effective relationships with businesses and community partners to ensure the success of assigned program.
- Monitors program unit performance relative to established goals.
- Provides direct and indirect supervision to staff.
WORKING CONDITIONS Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books and documents weighing up to 10 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.
Minimum QualificationsEducation and Experience: The minimum qualifications for education and experience can be met in the following way:
A Bachelor's Degree from an accredited college or university with major coursework in career counseling, social work, business administration, accounting, or a related field; AND
One year of general administrative or supervisory experience in a State or Federally funded employment and training program.
Knowledge of: - Federal, State and local regulations governing employment and training programs, including procurement procedures, financial requirements, eligibility, program implementation and evaluation.
- Local labor market relative to identifying employment opportunities.
- Job search skill strategies relative to obtaining employment within the local labor market.
- Employment issues specific to target populations, such as ethnic/cultural groups, at-risk youth, individuals with disabilities, older adults, dislocated workers and the economically disadvantaged.
- Standard vocational assessment instruments and their application within the employment and training environment.
- Accounting principles and practices.
- Principles and practices of budget administration.
- Principles and practices of grant administration.
- Principles and practices of supervision, training and performance evaluation.
- Principles and practices of developing effective outreach materials.
- Office methods, procedures, software and equipment.
Ability to: - Plan, coordinate, direct and supervise activities related to assigned programs or projects.
- Interpret and implement Federal, State and local regulations and procedures.
- Gather, compile and analyze data and reach sound conclusions.
- Prepare a variety of technical, statistical and administrative reports, documents and correspondence.
- Design, develop and implement effective processes.
- Identify and develop cooperating relationships with local businesses and community organizations.

- Operate a computer using word processing and business software and other office equipment.

Willingness to: Work in various environments and/or a variety of work hours and shift schedules.
Licenses/Certificates: Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.
DESIRABLE QUALIFICATIONS - Previous supervisory experience.

EXAM PROCESS
Applications will be competitively screened based on the minimum qualifications of this position. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the
oral examination process scheduled for Wednesday, December 11, 2024. (Note: The examination process may be changed as deemed necessary by the Director of Human Resources).
SELECTION PROCESS
Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in an
in-person selection interview with the department tentatively scheduled the week of December 16 , 2024 . Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
