Current Assignment BART's Office of Infrastructure Delivery is looking for Project Managers to join our team!
This job announcement will fill two (2) vacant positions in the Office of Infrastructure Delivery (OID) for Capital Projects under the Facilities group or the Right of Way (ROW) group.
The incumbent will report to a Senior Manager of Engineering Programs in OID headquartered in Oakland, California. The OID Capital Projects Delivery groups oversee 300+ capital projects including planning, developing, and implementation. The Capital Projects Delivery team manages approximately $3.5B of Local, Federal, and RR capital funds for the District. The Capital Project Delivery team is responsible for projects/programs categorized into four (4) portfolios; Track/Structures, or Train Control & Comm. and Systems, or Traction Power, Electrical & Mechanical, or Yards, Shops, Facilities & Stations. The Project Manager (PM) will be assigned multiple capital projects under one or more of these portfolios.
The PM is responsible and accountable for the day-to-day management of the assigned projects and oversees the entire project lifecycle (from inception to closeout), including management of project teams in the development and implementation of goals and objectives for the assigned projects. This includes, but not limited to, preparing specifications, drawings, procurement, stakeholder management and coordination, testing, Start-Up and Commissioning for system turnover to BART Maintenance & Operations. The PM will also be point of contact for all project reporting to internal BART departments, BART executives, and external stakeholders. The PM is a Maintenance and construction friendly hands-on project leader who prioritizes quality and safety and is willing to go into the field at night or on weekends if needed. Other responsibilities include coordination with other BART divisions, inter-departments, and external agencies, and providing highly responsive support for BART PMCM, Engineering, Maintenance teams and management, or other related duties as assigned.
Ideal candidates will have:
- Experience in managing multiple capital projects
- Scope/Schedule/Budget/Quality/Environmental compliance, and Safety experience
- Experience with Federal Transit Administration (FTA) compliance or similar agency requirements
- Construction Management certification preferred
- Professional Engineering certification preferred
- Project Management Professional (PMP) certification preferred
This is a capital position and is subject to time and funding limitations.

Examples of DutiesManages and administers the District’s professional services agreements and construction contracts; ensures projects are delivered on-time, within scope and budget, and troubleshoots and resolves complex challenges in all aspects of project closeout.
Provides recommendations for action and assists in the development and implementation of goals, objectives, policies and procedures in assigned project areas.
Plans, organizes, assigns, reviews and evaluates the work of assigned District and contract staff; manages and directs the work of contract consultants.
Directs or participates in the preparation and review of designs, plans, specifications and cost estimates; ensures specifications and contract requirements comply with District standards and policies.
Identifies equipment or systems needs on assigned projects; evaluates functional requirements; reviews vendor and manufacturer design and specifications on project equipment and materials; coordinates equipment procurement and testing activities; oversees equipment installation.
Oversees contractor and consultant contracts; develops scope of work; prepares request for proposal; reviews proposals and makes recommendation on selection; assists in contract negotiation and preparation; monitors work activities to ensure compliance with contractual obligations.
Tracks and evaluates future project technical needs, and coordinates capital funding challenges and improvements.
Serves as the project liaison with other divisions, departments and outside agencies; negotiates and resolves project issues.
Provides responsible staff assistance for higher level management staff on projects and related matters. Prepares and presents reports.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering design and construction.
Minimum QualificationsEducation:
Bachelor's degree in Engineering or a related field from an accredited college or university.
Experience:
Five (5) of (full-time) professional verifiable experience in construction management, engineering project management or related experience.
Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for- year basis. A college degree is preferred.
