Sr Administrative Analyst-Transit Grants
Description
Job Summary DEFINITION Monitors, researches, analyzes and identifies grant funding sources for the Department of Transportation. Completes applications for grant funding and ensures compliance and proper management of grant funds in order to maximize financial resources. Plans, implements and coordinates programs and projects. Performs complex analytical studies.
SUPERVISION Works under the administrative supervision of the Principal Administrative Analyst, who outlines work assignments, monitors work in progress and reviews completed work.
Representative Duties REPRESENTATIVE DUTIES Researches, analyzes and identifies applicable grant funding sources for the Department of Transportation from local, State, federal government, and private foundation programs. Prepares and presents grant proposal recommendations to department management for approval.
Prepares grant applications following the specific requirements of each grant program.
Monitors legislative and regulatory activities related to grant funding and transit/transportation programs. Consults and works closely with appropriate division staff on legislative and regulatory issues.
Promotes and fosters communication and a positive working relationship between the Department of Transportation and the various grant funding agencies.
Acts as a resource to department staff on issues relating to grants including project timelines, revenue needs, and solicitation reviews. Develops reporting schedules for each grant received to ensure timeliness of required program and financial reports.
Maintains and provides grant revenue information to various department staff during development of the Department of Transportation budgets, long range financial planning, or when requested.
Develops cost-effective capital plans and make recommendations on the department’s Capital Improvement Program (CIP) budget submittals.
Prepares, maintains and updates the Transportation Development Act/State Transit Assistance Claim on a timely basis. Negotiates and prepares the memorandum of understanding agreements with the Los Angeles County Metropolitan Transportation Association for funding sources received by the Department of Transportation.
Provides accurate and timely information on the funding and programming of Local Return programs to ensure that no funding is lost due to lapsing of funds.
Gathers all grant data and prepares report submissions and requests for revenues. Maintains accurate and updated records on grant revenues and makes recommendations for improvement to the Department of Transportation grant tracking procedures.
Prepares, maintains and updates the annual Short Range Transit Plan (SRTP) and Transportation Improvement Program (TIP) forms.
Prepares reports, including staff reports for submission to City Council, for approval of grant submissions.
Conducts research, collects data, responds to inquiries and provides data for performance audits from regulatory agencies.
Works with other department staff to ensure maximization of grant revenue resources.
Performs other related duties, as assigned.

Principles of program and project development, implementation and evaluation

Ability to: Keep abreast of all regulations and requirements for grant programs and ensures that the Department of Transportation maintains its eligibility for all grants awarded
Conduct research, identify, apply, and manage grant funds
Prepare analytical and financial reports and recommendations
Interpret and apply relevant laws and regulations
Interpret and analyze legislative proposals
Negotiate contract language
Maintain current information and data pertaining to grant application and management
Analyze and recommend feasible alternatives and solve problems
Work independently and as a member of a team under minimal supervision
Communicate effectively, both orally and in writing
Provide effective customer service
Establish and maintain effective and cooperative working relationships with a variety of individuals, agencies, businesses and community organizations, including other City department staff
Work effectively with persons from diverse social, cultural, and economic backgrounds as well as a variety of work styles, personalities and approaches
Skill in: Using a personal computer and applicable software applications
REQUIREMENTS Minimum Qualifications: Education: Graduation from an accredited college or university with a bachelor’s degree.
Experience: Three years of recent, paid administrative work experience which has included researching, applying for and managing grant funds.
Desirable Qualifications: Transit agency experience is desirable.
WORKING CONDITIONS Work is primarily performed indoors in a home office or work setting, in accordance with the City’s Telework/Flexible Workplace Policy. Work is primarily performed in a busy environment with interruptions and changing deadlines. This position requires occasional evening and weekend work. Must be available to attend meetings.
