Description

Job Summary

Coordinates and oversees the daily operations of a City aquatics and recreation program site. Plans, coordinates and monitors program activities and events. Monitors aquatics and recreation program staff.

Representative Duties

(Note: Duties may vary dependent upon assignment)

Functions as the primary on-duty site coordinator for a City aquatics and recreation facility and is a key member of the City's comprehensive aquatics and recreation programs.

Monitors the daily operations of an aquatics and recreation program site. Conducts daily inspections of the program site. Identifies site maintenance needs. Submits work requests. Makes recommendations for changes to program operations, as required.

Oversees cash counting, reconciliation and deposits for program activities.

Monitors facility attendance and usage.

Coordinates permitted facility usage.

Plans community-responsive aquatics and recreation program activities and small to large scale events. Develops and coordinates community outreach strategies and materials. Develops and implements curricula for programs and activities. Identifies and orders required program materials and supplies.

Assigns staff based on approved staffing schedules. Identifies scheduling problems and proposes changes to staffing schedules.

Monitors aquatics and recreation program staff. Instructs program staff in program procedures and job duties. Coordinates and oversees the daily work activities of program staff.

Coordinates and conducts training of program staff. Identifies and makes recommendations regarding training needs and resources. Assists in the development of the aquatics program training curriculum, including emergency response procedures.

Handles and resolves program participant conflicts. Refers sensitive situations to the Beach Recreation Supervisor or the Principal Community Services Supervisor.

Assists in the development of operational guidelines and procedures.

Coordinates and supports strategies to enhance public use of beach recreation areas and amenities such as volleyball courts, the Beach Bike Path, children's play areas, Chess Park, Muscle Beach, and the South Beach Green.

Assists in the issuance and coordination of beach activity permits and reservations.

Maintains program records and prepares reports, as required.

Responds to routine or more serious issues, complaints and emergency situations.

Administers basic first aid and CPR.

Assumes the duties of the Beach Recreation Supervisor in his or her absence, as assigned.

Performs other related duties, as assigned.

Techniques for record-keeping and cash handling.

First aid methods and safety precautions used in aquatics programs.

Applicable federal, state and local laws and regulations.

Effective techniques of leading and coordinating others.

Effective customer service and conflict and dispute resolution techniques. Modern office practices, methods and computer equipment.

Ability to:

Assess the effectiveness of daily program activities and operation.

Think critically and develop effective solutions to operational problems.

Develop and implement aquatics program procedures.

Monitor and train aquatics and recreation program staff.

Resolve program participant conflicts and disputes.

Maintain accurate program records.

Handle cash.

Conduct effective community outreach activities and promote community participation in programs.

Communicate effectively and accurately both orally and in writing.

Establish and maintain effective and cooperative working relationships with patrons, City and contract employees and the general public.

Provide effective customer service.

Create, develop, plan and coordinate aquatics program activities.

Learn, understand and apply applicable policies and procedures.

Provide basic first aid and CPR.

Education, Training and Experience :

Graduation from an accredited college with an Associate of Arts degree or 60 semester units or the equivalent of college level course work in Community Services Recreation, Physical Education or a related field. Two years of recent, paid work experience planning, coordinating and implementing aquatics programs. At least one year of the recent, paid work experience must have included leading and monitoring of program staff.

Additional, recent, paid and relevant work experience may substitute for the educational requirement on a year for year basis.

Licenses and Certificates :

Possession of a valid Class C driver license.
Possession of a valid Red Cross or National/State accredited certification in cardiopulmonary resuscitation for the professional rescuer, Water Safety Instruction and lifeguard training.

Possession of a lifeguard training instructor certificate, dependent upon assignment.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.

Background Investigation:

Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation.
