Description

Minimum Qualifications

One year of experience* in the operation and / or maintenance of a park, historic site, golf course, or recreational facility. In addition to operations and maintenance, the following types of experience are also qualifying: law enforcement or security, firefighting, environmental education, environmental stewardship, natural resource management, forest management, wildlife management or preservation, or historic preservation or interpretation; OR

One year of military service in any of the military branches; OR

An Associate’s or higher-level degree, or 60 credit hours of college level coursework; OR

Completion of an appropriate two-year technical / trades school program or two years' experience as a trades assistant under the supervision of a skilled trades¬person.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Duties Description

The incumbent will work within Regional Maintenance on the Highway Maintenance Crew under the direction of the Regional Maintenance Supervisor or designee. The incumbent’s duties will include, but are not limited to, the following:

• Drive large trucks, haul material loads, and transport heavy equipment using trailers.
• Operate and perform preventative and basic maintenance of heavy equipment such as backhoes, excavators, loaders, skid steers, rollers, graders, tractors, etc.
• Clean, repair and replace culverts, drainage structures, and ditches to maintain stormwater flow capacity.
• Repair and install traffic signs.
• Mow and brush back roadway corridors, bridges, and culverts.
• Effect repairs or reconstruction of both paved and gravel roads.
• Back up or repair road shoulders after paving projects or storm events.
• Set up highway work zones and control traffic.
• Operate garbage trucks and routinely haul refuse from Allegany State Park’s refuse and recycling centers.
• Plow snow using large trucks with wing plows; move snowbanks with heavy equipment.
• Work effectively in a team setting and demonstrate flexibility in tasks and schedules.
• Follow instructions, including written direction, accurately and efficiently.
• Communicate effectively with other staff and park patrons in a responsible and courteous manner under stressful conditions.
• Assist in emergency response functions as assigned.
• Adhere to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.

OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must possess and maintain a valid Class B Commercial Driver’s License with applicable endorsements or be able to obtain it within the probationary period and maintain continuously thereafter as a term and condition of employment.
• Must possess working knowledge of the methods, materials, tools, and equipment associated with road maintenance, as well as working knowledge of safety standards and procedures and applicable codes and regulations associated with road maintenance.
• Must be physically able to perform medium to heavy physical labor in a variety of weather conditions and terrain.
• Must be willing to work early and late shifts to accommodate a winter plowing schedule.
• Must be able to work a variable schedule including weekends, holidays and/or evening shifts.
*Under the provisions of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The incumbent is required to participate in pre-employment, random and post-accident drug and alcohol testing.

COMMENTS:
The CSEA contracts allow for salary protection for seasonal / hourly employees who are appointed to permanent graded positions with lower hiring rates under certain circumstances. We encourage OPRHP seasonal / hourly applicants to check in with your Regional Business Office Administrator to inquire about the potential impact on your salary. Do not assume that you will lose salary! Also, it should be noted that you will be eligible for regular salary / performance advances (i.e. salary increases) as a permanent graded employee which seasonal / hourly employees are not eligible to receive.
