Minimum Qualifications One year of trade experience* subsequent to the completion of an apprenticeship or equivalent training and experience such as that required for a Trades Specialist (Carpenter), Trades Specialist (Electrician), Service & Repair Mechanic (Electronics), Trades Generalist, Grounds Construction Supervisor, Trades Specialist (Locksmith), Trades Specialist (Machinist), Trades Specialist (Mason & Plasterer), Service & Repair Mechanic (Motor Equipment), Trades Specialist (Painter), Trades Specialist (Plumber & Steamfitter), Service & Repair Mechanic (HVAC-R), Trades Specialist (Roofing), or Trades Specialist (Welder).

Duties Description Under the direction of the Maintenance Supervisor 3, the incumbent will oversee the Plumbing, Water, and Wastewater unit within the Utilities and Transportation Infrastructure section of the Allegany Regional Maintenance Department. The role includes supervising trades such as plumbers/steamfitters, trades assistants, and personnel assigned to potable water treatment and wastewater treatment operations.
The incumbent’s primary duties include:
• Supervise and direct crew members daily, assign work and schedule employees to ensure safety, efficiency, and compliance within the established operating guidelines of the agency, and applicable laws, rules, and regulations.
• Coordinate maintenance, repair, and installation of plumbing and heating systems within park facilities, in consultation with park managers and other appropriate personnel.
• Oversee the daily operation, maintenance, and repair of potable water treatment and distribution systems, sewage treatment plants, waste disposal systems, and sanitary facilities through the supervision of licensed water system and wastewater treatment plant operators, as well as unlicensed personnel where applicable, within the Allegany Region.
• Observe and inspect work projects in progress, implement corrective actions as needed, ensure adherence to testing and analysis schedules, and ensure submission of required reports to oversight agencies in a timely manner.
• Prepare and submit weekly progress reports for the unit to management and handle the procurement of materials, tools, and supplies for the unit, including obtaining and submitting written quotes and justifications.
Additional responsibilities include:
• Collaborate with the Maintenance Supervisor 3, Regional Maintenance Engineer, and other operational facility management and department heads to create project plans, coordinate and execute tasks, and manage logistics and schedules for approved projects. Maintain project schedules once work is started.
• In collaboration with the Maintenance Supervisor 3 and Regional Maintenance Engineer, assist in developing and implementing preventative maintenance plans for water, wastewater, and heating systems.
• Schedule and oversee startup, shutdown, and maintenance of the Red House Administration building’s cooling and heating system.
• Ensures compliance with Department of Health and Department of Environmental Conservation laws and regulations related to the operation of water and wastewater treatment systems and infrastructure in consultation and coordination with the Regional Maintenance Engineer, Maintenance Supervisor 3, and Regional Administration. This includes, but is not limited to, ensuring that required permits for the water and wastewater systems remain active.
• Instructs, provides training, monitors, and evaluates staff to ensure that assigned tasks are completed correctly, safely, and in a timely fashion.
• Manage inventories of assigned departmental equipment and vehicles and ensures proper maintenance thereof.
• Evaluate and ensure the readiness and availability of equipment and staff for assigned units to meet the requirements of unscheduled emergencies.
• Assist with emergency response functions as assigned.
• Adhere to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.
Additional Comments OPERATIONAL NEEDS:
• Must possess a working knowledge in the operation and maintenance of pumps, valves, and related mechanical and electrical equipment.
• Must possess an understanding of best practices as well as what equipment is used in the operation and maintenance of water and wastewater treatment plants.
• Must possess a working knowledge of physics, chemistry, and bacteriology related to water and wastewater treatment, including laboratory and field test for plant operations.
• Must be proficient in commercial plumbing maintenance, repair, and construction.
• Must possess a 2B water system operation certification, or be able to obtain this certification within the probationary period, and maintain it as a term and condition of employment.
• Must be willing to serve as the “Responsible Operator In-Charge” for Allegany Region’s water systems as assigned.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be willing and able to respond to emergencies and answer calls outside of the normal work schedule.
• Must possess the ability to use necessary office equipment, including computers and copiers, for submitting reports; receiving and sending email; securing quotes from vendors; approving time sheets; and making copies of forms and memos.
