Deputy Director (Business Operations)
Description
Full-time position available with the Parks & Recreation Department, Administration Division located at 4600 E. 63rd St.
Salary Range: $9,117-$19,167/Month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities
- Assists the Director in the planning and overall management of the department.
- Works under the direction of the Director and the Board of Parks & Recreation Commissioners in managing a parks system of 11,300 acres of parkland, 221 Parks, 5 golf courses, 10 Community Centers, 110 miles of boulevards and parkways.
- Oversees an annual operating budget of approximately $66 million and a capital budget of over $12 million.
- Assists in the management of the Planning & Design Division and Financial Services/Budget Division.
- Serves as department coordinator for PIAC, attending PIAC meetings and monitoring PIAC projects.
- Works with Financial Manager to maintain open and productive communication with city's Budget Office.
- Oversees department's contract management.
- Acts as a liaison with the administration of all city departments and with applicable community groups.
- Manages the department's GO Bond budgeting and planning.
- Leads the department's budget and capital budget creation.
- Performs presentations to the public and city leadership as required.
- Develops, communicates, monitors policies, procedures, and standards for the Department and recommends improvements when necessary.
- Plans and implements short and long range goals, objectives, organizational structure for the overall direction of the Parks & Recreation Department.
- Evaluates the effectiveness of public parks, facilities, and services.
- During the absence of the Director, will have to assume duties, such as presentations to City Council and Board of Parks & Recreation Commissioners.
- Exercises resourcefulness in solving problems and assuming responsibility for direction of projects.
- Performs other duties as assigned.
Qualifications
Preference given for an accredited Bachelor's Degree in Parks & Recreation, Public Administration, or related field, and 7 years of senior executive management experience in an urban setting; financial management and conceptual abilities involving budgeting, financial forecasting, cost-benefit analysis and capital improvement programming; broad knowledge of park maintenance, operations, infrastructure issues and concerns; first-hand experience with developing strategic plans, long-term capital improvement plans, and related funding mechanisms.

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
