Education and/or Equivalent Experience: - Graduation with a Bachelor’s degree from an accredited college or university in Risk Management or a related field, plus six (6) years of risk management experience, including at least two (2) years of experience which were in a supervisory capacity.
- One (1) year of additional experience may substitute for one (1) year of the required education, up to a maximum substitution of four (4) years.

- Ability to create, implement and monitor safety programs to reduce losses caused by accidents, injuries and catastrophic events.
- Ability to collaborate and communicate effectively with City leadership, staff and third-party administrators (this is the same from last posting).
- Experience creating and presenting board-level materials on emerging risks, existing risks, and risk mitigation efforts.
- Demonstrated knowledge and experience with self-insured Workers’ Compensation processes, contracts and systems- including Third Party Administrators ( TPA ).
- Ability to travel to more than one work location.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.Plans, organizes, directs, and controls City-wide safety and risk management functions and activities. Conducts research and analyzes the safety and loss control activities of the City and develops short- and long-range risk management plans to enhance employee safety and reduce costs. Evaluates staff input and proactively acts on/develops recommendations for responses to safety and risk management issues. Prepares analysis and reports on worker compensation cost, loss data, etc. Communicates risk management information to City officials and others as needed. Develops and monitors the safety and risk management budget. Assigns job duties and monitors task completion. Develops and revises standard operating procedures and policies. Collaborates with staff and city-wide departments to develop and evaluate policies, plans, criteria, etc. for safety and risk management programming Monitors contracts, consultants, and other third party administrators to ensure compliance with contractual obligations. Attends meetings representing safety and risk division. Performs the duties of subordinates when necessary. Oversees the CDL program for the City, including maintaining updated compliance, testing, scheduling Serves as the primary backup for the Insurance Manager Promotes a culture of safety and awareness throughout the organization Other related duties may be assigned.
Responsibilities - Supervisor and/or Leadership Exercised:- Responsible for the full range of supervisory activities including talent acquisition, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills and Abilities
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. - Knowledge of risk management, insurance, and loss control techniques and practices.
- Knowledge of applicable processes, techniques, and methods.
- Knowledge of Texas Workers’ Compensation.
- Knowledge of and skill in supervisory and managerial techniques and principles.
- Knowledge of municipal financial and budgeting methods and systems.
- Skill in gathering and analyzing complex information through Microsoft Excel functions
- Skill in oral and written communications.
- Knowledge of CDL laws and programming
- Knowledge of relevant state and federal Safety and Risk laws and statutes
