Job DescriptionJOB SUMMARYThe Director of Engineering for the Asset Management Department is responsible for overseeing the development and implementation of the Asset Management Program (AMP). This position will oversee the department responsible for developing and maintaining the AMP Asset Management Systems that support and optimize data collection and analysis of water, wastewater, and chilled water assets that impact operating and financial performance. The Director will oversee the establishment of an effective condition-based assessment program, prepare control strategies to reduce risk and improve asset utilization, determine predictive strategies, assist with root cause failure analysis to reduce down time and increase production, build an effective asset risk mitigation program to improve asset reliability with reduced risk, and optimize spending and capital investments while maintaining acceptable levels of service.
ESSENTIAL FUNCTIONS• Forecasts, allocates, monitors, and supervises the human, physical, and financial resources for the assigned area to support the asset management program (AMP), forecasts and maintains department budget. Supervises, selects, develops, trains, mentors, evaluates, and determines compensation of personnel.
• Applies technical, managerial, and negotiation skills to ensure the successful implementation of the AMP; applies and interprets engineering principles and practices as they relate to the management of assets for water, wastewater, recycled, and chilled water systems; applies accepted business management and public administration principles and practices.
• Prepares and provides reports and presentations to Senior SAWS Staff, Executive Management, SAWS Board of Trustees, and stakeholders on asset management related topics including program progress, policies, and procedures.
• Develops and monitors measures to analyze processes and based on interpreted results acts to refine the processes to improve department’s and/ or SAWS’ initiatives overall efficiency.
• Oversees, directs, and supervises the development and implementation of a high-performing utilities Asset Management Program (AMP), which will incorporate a computerized maintenance management system (CMMS).
• Guides the integration, coordination and communication of AMP strategies, policies, and procedures.
• Collaborates with staff and external parties to clearly identify and communicate the AMP goals, expectations, and objectives.
• Provides management and technical knowledge of asset management programs and practices, and asset management software.
• Assists in guiding the operation and utilization of the CMMS for planning, scheduling, and documenting work activities of field staff with respect to priorities identified by the AMP.
• Prepares asset management plans to include identifying asset inventory and condition, evaluating business risk, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment.
• Supports condition assessment of existing assets and improve and enhance capital improvement planning and budgeting.
• Assists in the development of engineering standards and operational methods that will contribute to the reduction of asset life cycle costs.
• Works with staff to compile the asset inventory and condition data into a standard format to allow for engineering analysis of life-cycle costs and business risk evaluation.
• Develops Asset Performance reporting, including the recommendation and tracking of Key Performance Indicators (KPI’s), life cycle analysis, asset performance analysis for capital and Operation and Maintenance funding and other analysis required for Operations.
• Provides data analysis and reporting to support modeling studies, cost estimates, presentations, evaluation of project needs, Board reports, and work plan creation.
• Develops water, wastewater, recycled, and chilled water infrastructure rehabilitation and replacement strategies and programs in consultation with Engineering, Maintenance, and Field Operations staff.
• Reviews data collection and management practices to identify opportunities for improvements by analyzing current system performance against industry benchmarks to ensure programs align with asset management program objectives.
• Performs other duties as assigned.
DECISION MAKING• Engineering Director works under limited supervision.
• Full supervisory - recommends hiring/firing, schedules work, disciplines, develops, trains, and mentors.
• Responsible for development and oversight of department budget.
• Takes individual initiative in planning and performing work for months at a time.
• Supervises 20 to 60 employees directly or indirectly.
MINIMUM REQUIREMENTS• Bachelor’s Degree in Civil, Mechanical, Electrical, or Chemical Engineering or related field from an institution accredited by a recognized accrediting agency.
• Eight years’ experience with engineering programs in water, wastewater, and/or reuse water utilities or related work including five years of experience supervising personnel.
• Licensed as a Professional Engineer in the State of Texas or must obtain within 6 months of employment if licensed in another state.
• Valid Class “C” Texas Driver’s License.
PREFERRED QUALIFICATIONS• Master’s Degree in appropriate field.
• Knowledge of modern principles, practices, and applications of asset management with specific emphasis on industrial/utility assets.
• Five (5) years of progressively responsible professional experience in the delivery of asset management programs for utilities or the equivalent project management experience.
• Certification from the Institute of Asset Management (IAM) or equivalent.
• Knowledge and understanding of Computerized Maintenance Management Systems (CMMS).

• Responsible for operational budget of $1 to $4 million.
PHYSICAL DEMANDS AND WORKING CONDITIONSWorking conditions are primarily in an office environment with occasional visits to field environment.
May work hours other than normal working hours on occasion.
