PROJECT DESIGNER

LOCATION:

WASTEWATER MANAGEMENT DEPARTMENT, WATER RECLAMATION PLANTS SECTION, SAN JOSE CREEK WATER RECLAMATION PLANT, WHITTIER

ESSENTIAL FUNCTIONS:

To perform advanced design layout, complex drafting and initial concept design; provide technical assistance and coordinate the work of designers and/or drafting technicians to facilitate the completion of section's design projects.

JOB SUMMARY:

Under the general supervision of a Supervising Engineer, and with technical direction from Supervising and Project Engineer(s), the incumbent performs complex design layout of civil, mechanical, structural, electrical, and instrumentation systems involving development of initial design concepts and layouts, preliminary design and detailed layouts, and of biddable and constructible final drawings; prepares contract drawings for capital construction and maintenance projects; provides technical guidance to and coordinates the work of drafting technician(s) and drafting consultant(s) on various projects; checks engineering drawings for civil, mechanical, structural, electrical, and instrumentation disciplines, prepares material take-offs; conducts field investigations and performs occasional field surveys to support design concepts and layouts; utilizes civil, mechanical, structural, electrical, and instrumentation typical details and drafting standards; performs complex design and drafting duties involving plans, elevations, profiles, sections, and details for all design disciplines; and performs related duties as required.

MINIMUM QUALIFICATIONS


Note : Possession of a bachelor's degree in Industrial Technology with emphasis in drafting and design from an accredited college or university may be substituted for four of the seven years of required experience.

DESIRABLE QUALIFICATIONS:
Experience with MicroStation, ProjectWise, and Document Management System; working knowledge of file structures, symbiology, font, level, tag, cell, and pattern standards and conventions; experience performing duties at a designer level or above in civil, mechanical, structural, electrical, and instrumentation disciplines; a working knowledge of current construction methods, materials, and industry standards and the application of relevant codes and ability to prepare clear and concise specifications, callouts, and notes; ability to complete multiple complex projects, to estimate work effort, and to establish work priorities for the section's design and drafting with limited supervisory guidance; experience with field survey methods and equipment, development of grading and drainage plans, layout of horizontal and vertical curves, development of piping plans, profiles, and stationing, balancing of cuts and fills, and preparing material takeoffs; experience with layout of mechanical piping and equipment, selection and/or design of appropriate materials, fittings, and supports that reflect operability and maintainability factors; the ability to preliminarily size and detail reinforced concrete plans, sections, and details including placement of reinforcing steel; ability to develop structural and miscellaneous steel plans, sections, and details including the application of welding symbols and callouts; and previous experience preparing electrical and instrumentation drawings and details.

EXAMPLES OF ASSESSMENT CRITERIA

The competitive selection process may cover a knowledge of: Principles of engineering design; contract administration; techniques, methods and equipment used in specialized design layout work; construction materials; structures; mechanical and electrical systems; construction of sewer and water reclamation and pumping plant systems; engineering mathematics; material take-off and cost estimating; and MicroStation computer aided drafting systems The ability to: utilize manual equipment and/or computer aided drafting systems to design and layout engineering plans from conceptualization to final stage; perform complex drafting design and mapping work; perform complex mathematical calculations for specialized engineering design; coordinate the work of drafting technicians; designers and drafting consultant(s) to meet established deadlines; analyze field engineering data and make technical recommendations; translate verbal ideas and sketches into completed engineering plans and contract drawings; communicate effectively with professional and technical staff, contractors and consultants.

RETIREMENT





COMPENSATION

Employees receive annual salary increases until reaching step 5 of the salary range and are provided with opportunities to promote. Cost of living adjustments are implemented annually in accordance with labor agreements.

13 paid holidays and one-half paid holiday depending on the employee's work schedule.

TUITION REIMBURSEMENT
Employees may be eligible for tuition reimbursement for approved accredited course work.

STUDENT LOAN PAYMENT REIMBURSEMENT
For some bargaining units, the Districts will provide student loan payment reimbursements for principal or interest paid by the employee on a qualified education loan incurred by the employee for the education of the employee. The annual maximum reimbursement is $5,250 and the lifetime reimbursement limit is $21,000.
