DESCRIPTION

POSITIONS
The City of Santa Clara is recruiting for several vacant positions Citywide.

City Manager’s Office - 3 positions
The City Manager’s Office is recruiting for three Management Analysts that will be assigned respectively to the general City Manager’s Office, Mayor and Council Office, and Santa Clara Stadium Authority (Stadium Authority). There will be opportunities for cross-functional projects and assignments.

City Manager’s Office
The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-today operations and planning, as well as support to the City Council with its policy making. In this capacity, the City Manager's Office resolves complex administrative matters, performs City-wide policy analysis, directs city-wide emergency
preparedness efforts; drives strategic planning and organizational development; oversees employee relations; directs the preparation of the budget in conformance with the Council's approved priorities and Budget Principles; and advises the Council of the City’s financial outlook. In addition, the City Manager's Office has direct responsibility for economic
development, community outreach and engagement, property management, sustainability, community grants, legislative advocacy, and special projects.

The Management Analyst in the City Manager’s Office will be responsible for supporting executive staff, working on projects and assignments related to City programs, and managing the department’s budget and financials.

Responsibilities may include:

Mayor & Council Office
The Mayor and Council Office is a division under the City Manager’s Office. The division manages the scheduling for Mayor and City Councilmembers, oversees the fiscal management of the Mayor and Council Office budget, supports official travel needs, and responds to constituent concerns.

The Mayor and Council Office’s Management Analyst supports City Council Committees, other intergovernmental assignments, reviews Public Record Act requests for the Mayor and Council, provides support for legislative matters, develops ceremonial and recognition reports, and supports special events. Additionally, the Management Analyst may write remarks and speeches and may be assigned to support City Manager’s Office projects and initiatives. There will be occasional evening work required at City Council meetings.

City Manager’s Office/Stadium Authority Executive Director’s Office
The City Manager’s Office also operates as the Stadium Authority Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities.

The Stadium Authority Management Analyst will assist the Executive Director’s Office with the day-to-day management of Stadium Authority operations and oversight efforts. This may include responding to inquiries from the public and stadium patrons, assisting with the development of the Executive Director’s Office budget, reviewing and preparing a variety of documents including agreements, Requests for Proposals, and agenda reports to the Stadium Authority Board, providing staff support for meetings, coordinating with departments on financial, legal, and/or public safety matters, supporting community outreach and engagement efforts, conducting research, tracking various assignment and project updates, and working on special projects as assigned.

Silicon Valley Power (Electric Department) - 1 position
The Electric Department is seeking a Management Analyst to support its Operations Divisions. This position will support the purchasing and contract management activities of the Operations focused Management Team (Purchase Order process management, RFP development and management, budget preparation, contracts management and processing, policy and procedure development and maintenance).

Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations, purchasing and contracts management, and will have a demonstrated aptitude for grasping, conveying, and applying information related to electric or similar technical and dynamic systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.

Water & Sewer Utilities Department - 1 position
The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system.

The annual salary range for this position is $119,994.36 - $155,300.16. This position will be filled at or near the minimum of the salary range.

Minimum Qualifications

Education
Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field. A Master's degree in Public or Business Administration or closely related field is desirable.

Experience
One (1) year of experience performing analytical work.

CERTIFICATIONS/LICENSES
Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.
