RESPONSIBILITIES & DUTIES:

Conducts comprehensive inspections of construction projects at various stages including pre-construction, rough-in, and final inspection phases. Reviews construction plans, specifications, and documents to ensure compliance with local, state, and federal building codes, as well as university standards and guidelines. Identifies and documents deviations from approved plans, code violations, and non-compliant work practices. Independently rejects substandard workmanship or materials. Provides timely feedback and guidance to project stakeholders on code compliance issues, recommending corrective actions as necessary. Collaborates closely with project managers, contractors, architects, and engineers to address compliance concerns and resolve issues effectively. Maintains accurate records of inspection findings, reports, and correspondence. Documents all construction activity in electronic format and maintains files each project to substantiate the work performed. Supervises and executes on-site analysis to ensure all required tests are performed, recommends corrective action on failed tests. Conducts follow-up inspections to verify corrective actions and ensure compliance with recommended measures.

Analyzes and tracks the construction progress schedule to ensure work completed versus approved contract schedule of values is accurate. Compares progress schedule to the contractor’s monthly pay application to substantiate payment request. Remains current on updates and changes in building codes, regulations, and industry standards, incorporating new requirements into inspection processes as applicable. Inspects all delivered materials to ensure compliance with specifications and undamaged condition, rejecting all materials that do not meet requirements. Certifies in writing at the completion of construction that the project was constructed according to contract documents and confirms that the contractor has provided all documentation before the Notice of Completion is filed by the University with the County Recorder.

Participates in meetings, workshops, and training sessions related to construction code compliance and safety. Serves as a resource and subject matter expert on construction code compliance matters for university departments and stakeholders. Takes an active role in helping to embed the values of diversity, equity, and inclusion in all aspects of University work, in every division, and participates at least once annually in professional and/or leadership development opportunities that will contribute to campus efforts to advance racial and social justice in and through education at CSUCI and beyond. Performs additional related duties as assigned.

REQUIREMENTS OF POSITION:

One or more of the certificates, licenses or certifications as specified in State University Administrative Manual (SUAM) § 9785.01:

Certified Access Specialist license preferred. Possession of a keen eye for detail, strong knowledge of construction codes, excellent communication skills, and the ability to work effectively with multiple stakeholders including contractors, architects, engineers, and University personnel. Thorough knowledge of construction engineering methods, practices and procedures, and contract management. Comprehensive knowledge of building, plumbing, mechanical, fire, electrical, Title 24, and other applicable codes. Comprehensive knowledge of construction, engineering methods, contract management and California Building and Safety codes, state and federal codes, and local ordinances. Ability to work independently to identify difficult construction issues and develop solutions that represent the best interests of, and minimizes risk to the University. Preferred e xperience working as an Inspector of Record at a University, a large institutional setting, or a public works environment. Possession of a valid California driver’s license and the ability to successfully complete the Defensive Driver Training Program to be able to drive a pick-up truck or gas/electric carts.

Physical Requirements: Ability to perform climbing, bending, squatting, and kneeling activities which will include but is not limited to using ladders to access roofs or manholes.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

Hiring Range: $10,000 - $11,000 per month
